The City Manager and his or her designated representatives shall be subject to the direction, authority, and control of the Council. They shall have full authority for the enforcement of all regulations affecting the facilities designated as parks by the Council. Their powers and duties shall include, but not be limited to, the following:
(a) 
To promulgate and enforce rules and regulations for the operation and administration of parks;
(b) 
To control the time of use for parks;
(c) 
To issue advanced reservations for park facilities;
(d) 
To collect Council-approved fees and charges for the use of park facilities and deposit such fees and charges with the City Treasurer; and
(e) 
To issue the permits set forth in this chapter.

Whenever a power is granted to, or a duty is imposed upon, the City Manager, that power may be exercised or the duty may be performed by the deputy or designated representative of the City Manager or by a person authorized by the Council.

In any case in which a person is arrested pursuant to this chapter, and the person arrested does not demand to be taken before a magistrate, the arresting officer may prepare a written notice to appear and release the person on his promise to appear, as prescribed by Chapter 5 (commencing with Section 853.6) of the Penal Code of the State. The provisions of said Chapter 5 shall thereafter apply with reference to any proceeding based upon the issuance of a written notice to appear pursuant to this chapter.

No person shall intentionally obstruct or interfere in any manner with a peace officer in the exercise of his or her duties arising out of this chapter.
