There is hereby created in the City Treasury a special fund
to be known as the Cemetery Fund.

All moneys collected from the sale of cemetery lots by the City,
other than charges made by the City in connection with cemetery operations,
and moneys transferred to the City by any person or agency for cemetery
purposes shall be deposited in the Cemetery Fund.

The Cemetery Fund shall be used only for the maintenance, operation,
construction, expansion, or improvement of City cemeteries.
