The regulations, restrictions, and boundaries set forth in this
chapter may be amended, supplemented, changed, or appealed from time
to time to reflect any and all changes in the National Flood Disaster
Protection Act of 1973; provided, however, no such action may be taken
until after a public hearing in relation thereto at which parties
in interest and citizens shall have an opportunity to be heard. At
least 15 days' notice of the time and place of such hearings shall
be published in a newspaper of general circulation in the City. The
regulations of this chapter are in compliance with the National Flood
Insurance Program Regulations contained in 24 C.F.R. 1909, et seq.
