(a) 
This chapter shall apply to all commercial development in the City, except:
(1) 
Commercial development permitted as of right, as a conditional use or as an accessory use in zoning districts other than the B-P, C-1 and C-R zoning districts;
(2) 
The replacement, alteration, repair, demolition, or maintenance of commercial buildings or the construction or erection of structures accessory to existing commercial buildings, subject to the requirements of Section 10-2.202(b); and
(3) 
Additions to and expansions to existing principal commercial uses or structures, provided that such addition or expansion does not involve the construction or erection of a separate structure and further provided that such addition or expansion does not exceed, in square footage, 25% of the existing principal commercial use or structure.
(b) 
For purposes of this chapter, "commercial development" means and includes office and retail commercial uses and developments.

No commercial development subject to the provisions of this chapter shall be undertaken, and no building permit shall be issued in the City, unless a development allotment has been obtained therefor in accordance with the provisions of this chapter.
