The policy of the City relating to payment for sidewalk installation and replacement shall be as follows:
A.
When the City replaces or installs sidewalks, curbs and/or gutters, the City shall incur the expense of said installation or replacement;
B.
When a property owner or designee alters a sidewalk, curb or gutter, the property owner is responsible for the cost thereof; and
C.
In the case of new construction or building additions, the City may require that the property owner pay for the costs of installing or replacing sidewalks, curbs or gutters.
