In the event of a conflict between the requirements of this chapter and the requirements of any other lawfully adopted rules, regulation or ordinances, the most restrictive of that imposing the higher standard shall govern.
The provisions of this chapter are severable and the invalidity of a particular provision shall not invalidate any other provision.
