Pursuant to the provisions of N.J.S.A. 39:5A-1, the areas described below are hereby designated as prohibited parking, handicapped parking, and stop intersections. Appropriate signs shall be installed by L2P2 Investments as directed by the Chief of Police or his or her designee.
A. 
Prohibited parking. No person shall park a vehicle except in areas as indicated on the sketch attached to and made a part of this chapter. Vehicles shall park between the painted lines.
B. 
Handicapped parking. No person shall park a vehicle in any area signed as handicapped parking spaces as indicated on the sketch attached to and made a part of this chapter. Vehicles shall park between the painted lines.

Stop intersection. The following described intersection is hereby designated as a stop intersection: Meadow Avenue and the southerly driveway of the Wharton Mall. A stop sign shall be installed on the southerly driveway of the Wharton Mall, as indicated on the sketch attached to and made a part of this chapter.

Penalty. Unless another penalty is expressly provided for by New Jersey Statute, every person convicted of a violation of this section or any supplement thereto shall be liable to a penalty of not more than $100 or imprisonment for a term not exceeding 15 days, or both.

A representative of 315 Route 15 (Costco) has filed a written consent with the Borough of Wharton requesting that the provisions of Subtitle 1 of Title 39 of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at 315 Route 15 located in the County of Morris, and the following regulations shall be enforceable:
A. 
Regulations.
(1) 
General parking.
(a) 
All vehicles must park in designated areas and between the lines.
(b) 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below, except in areas covered by other parking restrictions.

(c) 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with the R7-8 and R7-8P (Reserved Parking Sign and Penalty Plate), in the designated parking areas for persons who have been issued the handicapped parking permit by the Division of Motor Vehicles.

(2) 
Reserved parking. All vehicles that are granted specialty parking in this section, such as police vehicles, ambulances, teachers, etc., must be properly identified and the reserved parking spaces must be shown on the attached site plan.
(3) 
Through streets. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street except where yield signs are provided for in the designation.

(6) 
Tow-away zones. Any vehicle parked or standing that obstructs or impedes a normal flow of traffic, blocks entrances or exitways, loading zones, oil fills, any grassy area or pedestrian walkway, or presents in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(7) 
Loading zone(s). The locations described are hereby designated as loading zones. No person shall park a vehicle in said location at any time other than for the loading or unloading of goods and materials.

Regulations.
(1) 
General parking.
(a) 
The parking of motor vehicles in front of private driveways shall be permitted whenever both the motor vehicle and driveway involved are owned by the same person, or whenever the motor vehicle is owned by a member of the same household as the owner of the private driveway, or whenever the owner of the private driveway authorizes the parking of a motor vehicle in front of the private driveway, such as in a lease or rental agreement with tenants of the property and where such parking is not otherwise prohibited and the permitting thereof would not interfere with the normal flow of traffic.
