All traffic-control signs, signals, and devices shall conform to the manual and specifications of the state transportation commission or resolutions by the Town Council, shall be uniform insofar as practicable as to type and location throughout the town, and shall be official traffic-control devices so long as they are not inconsistent with the provisions of state law or this chapter.

In any prosecution for violation of this chapter, it shall not be necessary for the state [or town] to prove the installation or authority for the erection of any official traffic-control device, sign or signal. Any person charged with a violation of this chapter shall have the right to prove that the sign, signal or traffic-control device was not installed or authorized by law.

Stop signs shall be installed at the following intersections:
(1) 
Seventh Street and Spur 439.
One stop sign shall be installed on Seventh Street at the north side of the intersection.
(2) 
Seventh Street and Parvin Street.
Two stop signs shall be installed on Parvin Street on both sides of the intersection where it intersects Seventh Street.
(3) 
Parvin Street and Broadway.
One stop sign shall be installed on Parvin Street on the north side of the intersection.
(4) 
State Highway 1139 and Parvin Street.
One stop sign shall be installed on Parvin Street where it intersects State Highway 1139 on the west side of the intersection.

County Road 80 and County Road 122.
(1) 
Four-way stop sign.
Based upon an engineering and traffic investigation heretofore made, and the state transportation commission's Manual on Uniform Traffic Control Devices, a four-way stop sign is to be erected at the intersection of County Road 80 and County Road 122, to control traffic at the intersection.
(2) 
Placement of signs.
The Town Administrator, or his/her designated representative, is hereby authorized and directed to cause the placement of stop signs at the intersection of County Road 80 and County Road 122. The signs shall conform to the state transportation commission's Manual on Uniform Traffic Control Devices and be located as near as practicable to the nearest line of the crosswalk or, in the absence of a crosswalk, at the nearest line of each roadway.
(3) 
Violation.
It shall be unlawful to operate a vehicle on County Road 80 or County Road 122 without bringing the vehicle to a full and complete stop at the intersection of County Road 80 and County Road 122 before proceeding into the intersection. All vehicles shall remain stopped until the intersection is free and clear of all oncoming vehicles which might constitute a hazard to life or property under the condition then and there existing.
