A. 
A Conservation Commission be and the same is hereby established under provisions of Connecticut General Statutes §§ 7-131a and 7-131b for development and conservation of natural resources including resources within the Town of Harwinton. Such Commission shall consist of five members who shall be appointed by the authority designated by Connecticut General Statutes § 7-131a to serve as hereinafter provided: one member who shall hold office for five years, one who shall hold office for four years, one who shall hold office for three years, one who shall hold office for two years and one who shall hold office for one year from the third Monday of November 1963.
B. 
The appointing authority, within one month prior to the third Monday of November of each year beginning in 1964, shall appoint one member to serve for a term of five years from the third Monday of November of the year of his appointment. Members of this Commission are to be appointed by the First Selectman. (Connecticut General Statutes § 7-131a)

The Harwinton Conservation Commission, adopted by vote of the Town Meeting on October 29, 1963, shall consist of seven members. The authority designated by Connecticut General Statutes § 7-131a shall appoint two new members to said Commission to serve as hereinafter provided: one shall serve from the date of his appointment to the third Monday of November 1973 and one shall serve from the date of his appointment until the third Monday of November 1975. Subsequent to said appointments, all other members appointed in order to maintain the membership of the Commission at a full seven members shall serve for a term of five years from the third Monday of November of the year of their appointment.
