The monthly rates or charges, as provided for in the fee schedule found in appendix A of this code, for services furnished by the gas system shall be the combined total of the variable and the fixed amounts per MCF. The variable amount is defined as the cost of purchasing one MCF of natural gas from a supplier (including transportation to city gate). The variable amount will be adjusted up or down as the cost of natural gas increases or decreases.

The tap service charges for new customers shall be provided for in the fee schedule found in the appendix of this code. Taps for water and gas service will be made by city employees within seven (7) days after fee payment. Sewer taps must be made by a plumber licensed in the state. All tapping saddles must either be purchased from the city, or be approved by the city public works director.

In the event that a customer needs assistance after normal business hours, (Monday–Friday, 8:00 a.m.–5:00 p.m.), or weekends for nonemergency reasons, the service fee shall be provided for in the fee schedule found in appendix A of this code.

The customer owns and is responsible for all gas and water lines from the outlet of the gas or water meter, and the sewer line from the tapping hole on the city main line.
No digging or repair work shall be permitted in alleys except by electric and telephone companies, city employees, or a licensed plumber or a contractor working for the licensed plumber. In the event of a sewer line stoppage, the customer may clean the sewer line. In the event, that the stoppage is in the customers line in the alley, the customer is required to call to have a city employee locate the water and gas lines. Damage caused by a customer who did not call for lines to be spotted will be paid for by the customer.

The rates and charges hereby fixed in Sections 13.601, 13.602, 13.603, 13.604, 13.605, 13.608 and 13.609 for the users of gas, water, garbage, and sewer shall be billed on or about the 15th day of each month, for the previous months consumption, which shall be the date that such rates or charges shall become due and payable; and in the event that the user or customer of such systems does not pay the amount due by such user or customer before the beginning of business on the first working day of the following month, a ten (10) percent penalty shall be added to the amount past due and unpaid.

In the event any user or customer of such systems does not pay matured rates and charges within thirty (30) days of the date the same become due and payable, which is the billing date, it is hereby made the duty of the city administrator to discontinue such services. whenever the amount past due and delinquent is paid by such user or customer, such services may be resumed, but there shall be charged and collected a service fee as provided for in the fee schedule found in the appendix of this code.

(a) 
There shall be charged and collected by the city such rates and charges as may be prescribed by the city council from time to time for the various utility services furnished by the city to consumers within or without the corporate limits of the city.
(b) 
If utilities are provided for less than a full billing period, the minimum charge shall be $25.00. A separate charge shall be made each time the utilities are provided.

(a) 
The owner or occupant of each recreational vehicle, mobile home, or HUD-code manufactured home that is connected to a city utility shall pay a separate minimum charge for water, gas, sewer and garbage collection, whether located inside or outside the city limits, as set by city council ordinance and listed in the appendix to this code.
(b) 
The city may assess applicable fees and charges for taps, connections, inspections, and other costs associated with providing utility services to each customer. Temporary permit fee: A temporary permit fee will be assessed on the monthly utility bill if not paid in advance. This fee is nonrefundable.
(c) 
This section applies whether or not the recreational vehicle, mobile home, or HUD-code manufactured home is owned individually or incorporated into a mobile home park.
(d) 
This section does not apply to a recreational vehicle located in a recreational vehicle park as defined in § 14.102 of this code.

(a) 
The city council finds that it is necessary to recoup collection fees for past due utility bills to protect the interest of the municipality.
(b) 
A collection services fee of 30% shall be added to each account for collection by a collection agency if such account is delinquent for at least thirty (30) days.
