§ 270-11 All-night parking.

A. The parking of vehicles is hereby prohibited on all highways within this Village between 2:00 a.m. and 6:00 a.m. from November 1 to April 1, except that this prohibition will apply all year on:

(1) Main Street from its intersection with River Street to its intersection with Pine Boulevard.

(2) Pioneer Street from its intersection with Lake Street to its intersection with Church Street.

B. The parking of vehicles is hereby prohibited in the Doubleday Field Parking Lot between 2:00 a.m. and 6:00 a.m. from November 1 to April 1, except in the area along the west side of said parking lot, which area will be designated by signs.

C. Overnight parking, between the hours of 2:00 a.m. and 6:00 a.m., will be prohibited in the Village-owned spaces in the parking lot behind the Village of Cooperstown Fire Hall, Chestnut Street, except for those vehicles owned by emergency responders parked only during the performance of their duty.

D. The parking of vehicles is hereby prohibited on Fish Road in Lakefront Park between 2:00 a.m. and 6:00 a.m. from November 1 to April 1, except in the spaces on the east side of the roadway.

E. The parking of vehicles is hereby prohibited in the parking area known as Blue Lot in the parallel parking spaces along Linden Avenue between 2:00 a.m. and 6:00 a.m.

E. The parking of vehicles is hereby prohibited between 8:00 a.m. and 5:00 p.m. on the north side of Beaver Street between the east curbline of Pioneer Street and the west curbline of Fair Street.

E. § 270-14 Parking reserved in designated locations.

A. Accessible parking. Parking shall be reserved in the following locations for persons with disabilities who have been issued a parking permit or license plate for persons with disabilities by a local government or state agency:

(2) Fair Street.

(a) Two parking spaces on the east side of Fair Street immediately south of Stagecoach Lane each with a two-hour time limit, restricted to Village Hall use.

(3) Fish Road.

(a) The first parking space north of the boat wash station on the west side of Fish Road.

(b) The northernmost parking spot on the west side of Fish Road.

(4) Main Street.

(a) The parking space on the south side of Main Street immediately east of Chestnut Street with a two-hour time limit.

(b) The parking space on the south side of Main Street immediately east of Pioneer Alley with a two-hour time limit.

(c) The parking space on the south side of Main Street immediately east of Pioneer Street with a two-hour time limit.

(d) The easternmost parking space on the south side of Main Street in front of National Baseball Hall of Fame and Museum and nearest the crosswalk with a two-hour time limit.

(e) The parking space on the north side of Main Street immediately east of Chestnut Street with a two-hour time limit.

(f) The parking space on the north side of Main Street immediately west of the crosswalk to Doubleday Field with a two-hour time limit.

(a) The two northernmost parking spaces on the east side of Pioneer Street adjacent to Lakefront Park.

B. Police parking. Two parking spaces shall be reserved for police vehicles on the east side of Fair Street with one space immediately to the north of Stagecoach Lane and one space immediately to the north of the driveway for Edgewater.

C. Fire Department. Parking shall be reserved for Cooperstown Fire Department firefighters and EMS personnel in the following locations:

(1) On the west side of Chestnut Street from the driveway leading to the rear of the Fire Hall south to the paved area in front of the Fire Hall.

(2) On the east side of Chestnut Street between the two driveways serving the parking lot, formerly a service station at 29 Chestnut Street.

(3) In the parking lot located behind the Cooperstown Fire Department at 24 Chestnut Street, and the area is designated as a tow-away zone for any parking other than by members of the Cooperstown Fire Department.

D. Fowler Way parking lot.

(1) The Fowler Way parking lot is located east of the Cooperstown Chamber of Commerce and identified by Tax Map No. 131.06-2-14.01.

(2) At all times, the four northernmost spaces on the east side of the Fowler Way parking lot are reserved for use by electric or hybrid electric vehicles engaged in vehicle charging. No permit is required for EV charging.

(3) During the period from the day following Columbus Day through the Friday before Memorial Day, the following regulations will be in effect:

(a) South of the EV charging spaces on the east side, on the west side, and in the center row, parking is reserved for passenger vehicles.

(b) Parking is reserved for passenger vehicles on the north end, except that from November 1 through April 1, the north end of the lot is reserved for snow storage and parking is not allowed.

(c) From November 1 through April 1, overnight parking for passenger vehicles is permitted only on the west side of the lot except for those vehicles actively engaged in EV charging.

(4) During the period from the Saturday before Memorial Day to Columbus Day, the following regulations will be in effect:

(a) Parking is reserved for passenger vehicles only.

(b) Except for the designated EV charging spaces, only passenger vehicles that have a Village of Cooperstown issued parking permit may park in the lot.

(c) Parking in the lot is prohibited between the hours of 2:00 a.m. and 5:00 a.m. except in the designated EV charging spaces.

E. Parking shall be reserved for delivery truck unloading Monday to Saturday, 6:00 a.m. to 12:00 p.m. in the following locations. Outside of those days and times, these locations shall accommodate vehicular parking in conformity with regulations elsewhere in this chapter.

(4) On the north side of Main Street east of the entrance to the Cooper Inn (tax parcel 115.18-3-27.00) extending east for a length of 70 feet (three parking spaces).

(5) On south side of Main Street west of Chestnut Street for a length of 60 feet.

(6) On the east side of Chestnut Street north of Elm Street in front of 75 Chestnut Street for a length of 48 feet (two parking spaces.)

F. Parking is reserved for Village officials in the following locations from 8:00 a.m. to 9:00 p.m., Monday through Friday, excluding New York State holidays:

G. Trolley/bus stops:

(1) Parking is reserved for a trolley stop on the north side of Lake Street from Fish Road to the entrance of the Village Parking Lot.

(2) Parking is reserved for a trolley/bus stop from the Saturday before Memorial Day to Labor Day at the southwest corner of Main Street and Chestnut Street as indicated by painted markings, and will revert back to two-hour parking from the day after Labor Day until the Friday before Memorial Day.

(3) Parking is reserved for a trolley/bus stop from the Saturday before Memorial Day to Labor Day at the southwest entrance of Doubleday Parking Lot on Main Street as indicated by painted markings, and will revert back to two-hour parking from the day after Labor Day until the Friday before Memorial Day.

(4) Loading and unloading areas for bus and trolley is created on the south side of Main Street from the southwest corner of Main Street and Cooper Park 140 feet west.

(5) Trolley stop on Main Street between Grove Street and Railroad Avenue adjacent to the railroad property.

(6) Parking is reserved for a trolley/bus stop from the Saturday before Memorial Day to Labor Day on the South side of Main Street between Pioneer Alley and the entrance of Doubleday Parking Lot as indicated by painted markings, and will revert back to two-hour parking from the day after Labor Day until the Friday before Memorial Day.[1]

§ 270-15 Parking of vehicles over certain length.

The parking of vehicles with a total length of more than 20 feet, including trailers, is hereby prohibited throughout the Village except where specifically designated.

§ 270-16 Towing, storage and immobilization of vehicles.

A. Authorization; methods; responsibility for expense.

(1) The Chief of Police shall have the power and authority to provide for the removal, immobilization and storage of vehicles parked in violation of any statute, ordinance, local law, rule or regulation and of vehicles on which there are outstanding traffic warrants or fines for parking violations.

(2) Such vehicles may be removed, immobilized and stored by or under the direction of a member of the Police Department by means of towing or other means of removal, securing by use of a wheel lock or other immobilization device and storage at a public or private impound lot as designated by the Chief of Police.

(3) Such removal, immobilization and storage shall be at the expense and risk of the owner of the vehicle.

B. Notice and warning to owner. When an immobilization device is used, the Police Department or its agent shall attach to the vehicle, in such form as directed by the Chief of Police, a notice containing the following information:

(1) Location and identifying characteristics of the vehicle.

(2) Date and time of the placement of the device and signature of the installer.

(3) Notice that further parking restrictions will be waived during the immobilization period.

(4) Notice that any person tampering with or otherwise attempting to remove the device or the vehicle will be subject to prosecution and liable for any loss to the Village.

(5) The steps which the owner must take in order to obtain release of the vehicle.

(6) Such other information, statements, notices and warnings as the Chief of Police shall from time to time determine.

C. Tampering with or attempting removal of immobilized vehicles. Any attempt by any person to tamper with, deface, remove or destroy an immobilization device or to move by any means a vehicle towed or secured as herein provided may result in the prosecution of such person for an offense separate from and in addition to the parking violation; in addition, such person shall be liable for any loss suffered by the Village as the result of any such attempt.

D. Payment of fines; release of vehicle.

(1) Any vehicle immobilized as herein provided shall be released to its owner upon payment of outstanding fines or notice from the Village Court that the violations have been answered to its satisfaction and the payment of a fee to assess the cost of securing the removal of the device, said fee shall be set by the Board of Trustees.

(2) Any vehicle removed and stored as herein provided shall be released to its owner upon payment of outstanding parking fines or notification from the Village Court that the violations have been answered to its satisfaction and payment of removal and storage fees as determined by the business which provided said service.
