There is hereby created a recreation board known as the "Recreation Board of Walker Township."

The Recreation Board shall be composed of five members who shall be appointed by the Walker Township Board of Supervisors, subject to the powers, duties and obligations of 53 P.S. § 67204. The Board members shall serve for terms of five years and until their successors are appointed, except that the members first appointed shall be appointed so that the term of not more than one member shall expire annually. Members shall serve without pay and all members appointed shall serve their full terms unless they voluntarily resign or are removed by the Walker Township Board of Supervisors for dereliction or neglect of duty. Vacancies occurring other than by expiration of term shall be for the unexpired term and shall be filled in the same manner as original appointments.

The members of the Recreation Board shall elect a Chairman and secretary and select all other necessary officers to serve for a period of one year. The Recreation Board may adopt rules and regulations for the conduct of all business within its jurisdiction and exercise powers and functions concerning parks and recreation facilities as may be delegated to it by the Walker Township Board of Supervisors.

The Recreation Board shall supervise, regulate, equip, maintain and operate the public parks, play fields and all outdoor and indoor recreation areas and facilities owned or controlled by the Township of Walker.

The Recreation Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money from any individual, organization or group, to be used as specified by the donor or by the terms of acceptance. The Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon the Township of Walker, other than current obligations or contracts to be fully executed within the then current fiscal year, and all within the budget appropriations made by the Walker Township Board of Supervisors.

The Recreation Board shall have the power to appoint an Executive Director of Recreation and Parks who possesses the necessary qualifications and who has demonstrated by actual work their ability to organize and direct a community recreation system and such personnel as may be deemed necessary and are recommended by the Executive Director.

Funds appropriated by the Township of Walker and budgeted to the Recreation Board shall be disbursed by the secretary/treasurer of Walker Township upon vouchers issued by the Recreation Board and within the budget appropriations made. Funds received by the Recreation Board from sources other than budget appropriations shall be deposited by the Township of Walker to the credit and for the use of the said board, and disbursed as the above budget funds are disbursed, except that funds received by gift, bequest, or otherwise shall be disbursed in accordance with the terms of the acceptance thereof.

The Recreation Board shall submit an annual report, including an analysis of the adequacy and effectiveness of community recreation areas, facilities and leadership, and such other reports as needed to the Walker Township Board of Supervisors at such times as may be designated or requested by the same. The fiscal year of the Recreation Board shall conform to that of the Township of Walker.
