The purpose of this article is to establish regulations for the maintenance of unused low-voltage wires upon or attached to the exterior of buildings and residences, as well as the proper management and removal of unused satellite dishes within the City of Atlantic City, New Jersey. This article aims to enhance the aesthetic appeal, safety, and functionality of both public and private properties by addressing the presence of unused low-voltage wires and satellite dishes that are maintained in a manner that reflects the values of the City of Atlantic City.

Electrical wires that operate at a voltage level not exceeding 50 volts AC or 120 volts DC. They are commonly used for telecommunications, internet services, cable services, and other low-power applications. This category includes any wires that are no longer connected to an active service or device, such as telephone lines, cable television lines, and internet service lines.
A satellite dish that has not been utilized for a duration exceeding six months or is disconnected from an active service provider. An unused satellite dish may also be characterized by the absence of any service subscription or related activity, indicating that it is no longer functional or operational for its intended purpose of receiving satellite signals.
A.
Installation standards. All low-voltage wiring installations shall adhere strictly to the National Electrical Code (NEC) as well as any relevant local regulations and codes. Compliance with these standards not only ensures safety but also promotes reliability in the performance of the electrical systems. To maintain the integrity and functionality of low-voltage wiring, it is imperative that the wiring is secured properly throughout its installation. All wires must be fastened at regular intervals to prevent sagging, which can lead to potential hazards such as wear and tear, interference, or outright detachment from structures. The use of appropriate mounting hardware and cable supports, designed specifically for low-voltage applications, is required. Property owners shall ensure that wires are kept straight, untangled, and free from any strain that could compromise their performance. All connections made during installation shall be inspected for security and insulation to prevent short circuits and accidental disconnections.
B.
Inspection and maintenance. Property owners shall be responsible for the safety and maintenance of low-voltage wiring within and on their premises. Owners shall conduct thorough inspections of their low-voltage wiring at least once every two years to ensure optimal performance and prevent potential hazards. Inspections shall be comprehensive, examining all wiring connections, junction boxes, and any exposed wiring that may be prone to wear and tear. In the event that any damage, such as frayed wires or degraded insulation, is detected during the inspection, appropriate repairs or replacements shall be scheduled within 72 hours. Delaying necessary repairs can lead to serious safety risks, including electrical fires or equipment failure. Property owners shall take proactive measures to maintain the integrity of their wiring systems. Property owners ensure that all wires are kept clear of vegetation, as plants can overgrow and cause damage over time. Additionally, efforts shall be made to keep wires free from any obstructions, such as debris or construction materials, that may impede access or compromise safety.
C.
Removal of abandoned wiring. Abandoned or nonoperational low-voltage wiring poses not only aesthetic concerns but also potential safety hazards to both property owners and the surrounding community. Therefore, it is essential that any such wiring is adequately addressed promptly. Property owners that are aware or made aware that any low-voltage wiring on their property has been abandoned or is no longer in use shall remove or cause to be removed from their property within a strict timeframe of 30 days following notification from the City's Department of Licensing and Inspection, Division of Code Enforcement. Failure to comply with these removal requirements within the specified period may result in the City taking action. In the event of noncompliance, the City reserves the right to remove the abandoned wiring at the owner's expense. This will include not only the costs associated with the removal process but also an additional administrative fee of $100. Please note that any charges incurred during the removal will be billed to the property owner subsequently.
D.
Removal of unused satellite dishes. Abandoned or nonoperational satellite dishes pose not only aesthetic concerns but also potential safety hazards to both property owners and the surrounding community. Therefore, it is essential that any such wiring is adequately addressed promptly. Property owners that are aware or made aware that any unused satellite dishes that have been abandoned or are no longer in use shall remove or cause to be removed from their property within a strict timeframe of 30 days following notification from the City's Department of Licensing and Inspection, Division of Code Enforcement. Failure to comply with these removal requirements within the specified period will result in the City taking action. In the event of noncompliance, the City reserves the right to remove the unused satellite dish at the owner's expense. This will include not only the costs associated with the removal process but also an additional administrative fee of $100. Please note that any charges incurred during the removal will be billed to the property owner subsequently. Removed satellite dishes must be disposed of in accordance with local waste management regulations. Property owners are encouraged to recycle materials where possible.
A.
Any person who violates or fails or refuses to comply with this article or any part or section thereof shall, upon conviction in the Municipal Court of the City of Atlantic City, be punished for each offense by a fine not to exceed $1,000 or by imprisonment of any term not exceeding 90 days.
B.
Every such violation or refusal shall be deemed a separate violation, and each day that the same shall continue shall be deemed separate violation.
