There is hereby created the Traffic Advisory Committee of the Borough of Eatontown, hereinafter referred to as the "Committee."
The purpose of the Committee is to promote safety with the planning of orderly traffic patterns and volume within the Borough and its bordering towns.
A. 
For the purpose of this article, the Borough is divided into four quadrants designated as the Northeast Quadrant bounded on the west by State Highway No. 35 and on the south by State Highway No. 36; Southeast Quadrant bounded on the north by State Highway No. 36 and on the west by State Highway No. 35; Southwest Quadrant bounded on the east by State Highway No. 35 and on the north by State Highway No. 36; and Northwest Quadrant bounded on the south by State Highway No. 36 and on the east by State Highway No. 35.
B. 
The Committee shall consist of seven voting members, including one chosen from each of the four block quadrants, together with three members at large from the Borough of Eatontown appointed by the Mayor, with the advice and consent of the Council; the Committee shall also include two nonvoting members: one Council Liaison appointed by and representing the Governing Body and one member of the Police Department or member of the Traffic Safety Bureau designated by the Police Chief. The Council Liaison shall be appointed annually by Council. The member of the Traffic Safety Bureau or designee of the Police Department shall be appointed annually by the Chief of Police. If the designated Traffic Safety Bureau member is not available for a Traffic Advisory Committee meeting, the Police Chief may designate a substitute Police Officer to attend the meeting for the Traffic Safety Bureau designee. The seven voting members shall serve terms as follows:

Voting members shall be appointed respectively for three-year terms expiring on December 31.
C. 
The Committee shall also have three associate members to be chosen to fill the vacancies as they may occur, to be appointed by the Mayor and Council for a term of one year expiring on the next December 31. Such associate members shall participate fully in the work of the Committee and shall be entitled to a vote only when they are substituting for an absent appointed Committee member. Should a question arise as to the eligibility of the associate member to act in place of a Committee member, the Chairperson of the Committee shall have the authority to designate the member to vote in the place of the absent Committee member.
D. 
The Committee shall have the authority to determine member assignments.
E. 
A quorum shall consist of no less than four voting members and, as such, shall carry out the purpose of the Committee. Those four members shall have the same effect as if the entire Committee were present.
The members of the Committee shall elect annually, from among their number, a Chairperson and Vice Chairperson. The elected officers shall serve for terms of one year and shall be eligible for reelection in successive years.
The Committee shall be responsible to the Governing Body for conducting studies and investigations as requested by the Governing Body and shall recommend proposals to the Governing Body for lessening congestion and eliminating and reducing traffic hazards within the Borough. In addition, the Committee shall be authorized to initiate in its own traffic studies and investigations for the purposes specified herein. The Secretary to the Committee shall obtain and provide site plans from the Planning and Zoning Board Secretary. The Committee may review the plans and offer written comments as they relate to their mission. The comments shall be submitted by the Committee Secretary to the Secretary of the Planning and Zoning Board.
The Committee shall meet at least bimonthly (every other month) and shall provide the Governing Body with the minutes of its meetings.
The Committee shall function without subsidy or revenue-producing activities and shall rely solely upon the Governing Body for the financing of its functions.
The Committee may choose to appoint from its membership a secretary who serves without compensation. Should the Committee determine that its purpose is better advanced with the services of a paid secretary, then such a position, and compensation, may be provided to the Committee at the discretion of the Borough Administrator so long as the position is funded by the Borough budget. In no case shall a Committee member also be a paid secretary or receive any compensation for their services. If the Borough Administrator determines to appoint a secretary to the Traffic Advisory Committee, that individual shall not be counted amongst the Committee's membership as described in § 7-58.
