Editor's Note: This ordinance also repealed former Art. III, Village Clerk-Treasurer, adopted as § 2-3-4 of the 2012 compilation of ordinances, as amended through 5-22-2013.
Pursuant to §§ 61.195, 61.197 and 66.0101, Wis. Stats., the Village of Winneconne hereby elects not to be governed by those portions of §§ 61.19, 61.25 and 61.26, Wis. Stats., which relate to the selection and tenure of the Clerk and Treasurer, and which are in conflict with this article. The offices of Village Clerk and Village Treasurer shall hereby no longer be combined. The offices of Village Clerk and Village Treasurer shall be separate offices and shall be performed by two different persons, both of whom shall be appointed by the Village President subject to confirmation of the Village Board (amendment to Charter Ordinance).
The appointed Village Clerk and appointed Village Treasurer shall each hold office for an indefinite term, subject to removal as provided in § 17.13, Wis. Stats.
An annual audit shall be made of the records of the Village Treasurer with the audit to be made by a certified public accountant.
The Village Clerk shall be responsible for performing those duties required by the Wisconsin Statutes, Village Ordinances, and by order of the Village Board and for such additional duties described in his/her position description and/or employment contract. The Village Clerk shall be responsible for all of the official acts of the Clerk's assistants and deputies.
The Village Treasurer shall be responsible for performing those duties required by the Wisconsin Statutes, Village Ordinances, and by order of the Village Board and for such additional duties described in his/her position description and/or employment contract. The Village Treasurer shall be responsible for all of the official acts of the Treasurer's assistants and deputies.
The Village Clerk and the Village Treasurer shall each execute to the Village a surety company fidelity bond in an amount determined by the Village Board.
The entirety of the Village Ordinances shall also hereby be amended to reflect this Amended Charter Ordinance, including, without limitation, references to the Village Clerk-Treasurer shall now refer to either the Village Clerk or the Village Treasurer as context demands and consistent with this article, Wisconsin statute, order of the Village Board and the applicable job description, as approved by the Village Board.
