A. 
The Zoning Board of Adjustment of the Township of Washington, as heretofore established pursuant to N.J.S.A. 40:55D-69 et seq., be and is hereby abolished.
B. 
All rights, powers and duties vested by law in the Zoning Board of Adjustment of the Township of Washington be and are hereby transferred to, and vested in, the Planning Board of the Township of Washington pursuant to N.J.S.A. 40:55D-25c(2).
C. 
All members, officers, agents and/or employees of the Zoning Board of Adjustment of the Township of Washington be and are hereby discharged from their positions, offices and/or employment.
D. 
All matters presently before the Zoning Board of Adjustment be and are hereby deemed transferred to the Joint Land Use Board.
E. 
The combined boards shall be known as the Joint Land Use Board.
A. 
Pursuant to the provisions of N.J.S.A. 40:55D-23 and N.J.S.A. 40:55D-23.1, there is hereby established a Joint Land Use Board of nine members, whose membership shall be as set forth in the statutes.
B. 
The Joint Land Use Board shall exercise such powers as established for a Planning Board and a Zoning Board of Adjustment.
C. 
In addition to the mandatory powers and responsibilities as set forth in the statutes, the Joint Land Use Board shall participate in the preparation and review of programs or plans required by state or federal law or regulation, assemble data on a continuing basis as part of a continuous planning process and perform such other advisory duties as are assigned to it by the governing body.
D. 
The Joint Land Use Board shall have the following additional powers and duties:
(1) 
To prepare and update as necessary a Master Plan in accordance with the provisions of N.J.S.A. 40:55D-28.
(2) 
To administer the provisions of Chapter 111, Land Use Procedures, of the Code of the Township of Washington.
(3) 
To approve conditional use applications, in accordance with the appropriate provisions of Chapter 217, Zoning, of the Code of the Township of Washington, pursuant to N.J.S.A. 40:55D-67.
E. 
The Joint Land Use Board shall reorganize annually in January on some date scheduled after the annual reorganization meeting of the governing body.
A. 
All powers formerly vested in the Zoning Board of Adjustment, as set forth under Chapter 111, Land Use Procedures, Article II, Zoning Board of Adjustment, and other chapters in the Township of Washington Code, shall be vested in the Township of Washington Joint Land Use Board.
B. 
The Joint Land Use Board shall have four alternates who shall be appointed and shall serve as set forth by law.
C. 
Any ordinances or sections thereof which are presently in effect in the Township of Washington and refer to the "Board of Adjustment" shall hereinafter be taken to refer to the "Joint Land Use Board."

A. 
Pursuant to N.J.S.A. 40:55D-25, Subdivision b(3), the Washington Township Joint Land Use Board is hereby authorized to and shall exercise, to the same extent and subject to the same restrictions provided for in the Municipal Land Use Law, N.J.S.A. 40:55D-1 et seq., all of the powers and responsibilities of a historic preservation commission.
B. 
All references throughout this Code, including Chapter 217, to the Historic Preservation Commission shall mean and refer to the Washington Township Joint Land Use Board.

A. 
The Mayor may appoint two or more persons as a Historic Preservation Advisory Committee to assist or collaborate with the Joint Land Use Board in its duties with regard to historic structures and areas located throughout the Township. Such persons shall have no power to vote or take other action required of the Board and such persons shall serve at the pleasure of the Mayor.
B. 
Duties and responsibilities. The Historical Preservation Advisory Committee shall assist or consult with the Joint Land Use Board as needed, including but not limited to:
(1) 
Making recommendations to the Joint Land Use Board on the historic preservation plan element of the Master Plan and on implications for preservation of historic sites of any other Master Plan elements.
(2) 
Advising the Joint Land Use Board on the inclusion of historic sites in the recommended capital improvement program.
(3) 
Advising the Joint Land Use Board on applications for development.
(4) 
Providing advisory written reports pursuant to N.J.S.A. 40:55D-111 on the application of provisions of the Zoning Ordinance, concerning historic preservation, if requested.
(5) 
Carrying out such other advisory, educational and informational functions as will promote historic preservation in the municipality as requested by the Joint Land Use Board or Mayor.
