The City Council of the City of Collinsville has determined the necessity of requiring a building permit for the construction or moving in of prior built buildings for the control and the maintaining of good health and safety standards of the City of Collinsville.

A. 
It shall be unlawful for any person, firm, corporation, or business entity to perform or contract to perform for compensation a construction operation (operations of any of the following descriptions: the construction, alteration, repair, extension, demolition or dismantling of buildings or structures) within the City limits without first having registered with the City in compliance with this section.
(1) 
Exceptions:
(a) 
Work done by a property owner in a residential building owned and occupied by the property as the property owner's homestead is exempt from this section.
(b) 
Change of use or occupancy permit applicants need not be registered as a contractor to obtain certificate of occupancy.
(2) 
Applicability: This section shall apply to persons providing construction services to include building enlargement, alteration, repair, improvement or conversion of any building or structure, or the pertinent equipment and systems for a building or structure, for which a permit is required within the City limits until such person has registered as a contractor with the City and paid the associated fees in accordance with this section. This is to include general contractors, plumbing contractors, electrical contractors, mechanical contractors, irrigation contractors, sign installer or contractors, pool contractors, and home/general repair contractors.
(3) 
Application. A completed application for registration under this article shall be provided by the applicant annually to the City containing the following information:
(a) 
Proof of valid driver's license for principal and/or individual who will be completing work within the City.
(b) 
Plumbing contractors shall be licensed by the Texas State Board of Plumbing Examiners as required in section 1301.351 of the Texas Occupations Code.
(c) 
When required to be licensed or registered by the state to perform as a contractor, proof of the appropriate state license or registration.
(d) 
Other information deemed necessary by the City.
(4) 
Fee: The registration fee in the Master Fee Schedule adopted by the City Council shall be paid with the application unless payment of the fee is exempted by state law. Registration shall expire annually on the date of the initial registration and shall be renewed upon the payment of a fee if the application information remains accurate. Registration fee exemptions apply to electrical contractors in accordance with Section 1305.201(f), Texas Occupations Code. Plumbing contractors are exempt from paying the fee in accordance with Section 1301.551(g), Texas Occupations Code.
(5) 
Revocation: A registrant's privileges under this section may be revoked, temporarily or permanently, for providing false or misleading information; failing to provide updated information within 30 days of a change; failing to maintain trade licensure from the appropriate agency having licensing authority; suspension of licensure; transferring or allowing another person firm, or corporation to use registration; being convicted of at least two violations of this article or any other ordinance of the City within a twelve-month period, including but not limited to, convictions arising from failing to obtain required permits, failing to request required inspections, and failing to correct code violations.
B. 
The fees for building permits are in the Master Fee Schedule adopted by the City Council.
Said person or legal entity constructing or moving in a prior constructed building shall comply with other City ordinances concerning location of the said building and the state statutes concerning construction and safety. Should the building be for residential or commercial use, said building must be connected with the existing City sewer system. Said building permit shall not be issued by the City Clerk unless the said building complies with the requirements of the health and safety requirements, more especially, being able to utilize the existing sewer system.

Any person or legal entity violating this article shall be fined not more than $500, and each day of violation shall be a separate violation.

The City Council hereby adopts the 2018 edition of the International Building Code (IBC). The provisions of the 2018 edition of the IBC are hereby adopted by the City and declared to be effective within the territorial limits of the City, a full copy of the IBC is maintained on file in the office of the City Secretary.
B. 
The following sections of the IBC are hereby amended to read as follows:
(1) 
Section 101.1. Title. These regulations shall be known as the Building Code of the City of Collinsville, Texas.
(2) 
Section 1612.3. Establishment of flood hazard areas. To establish flood hazard areas, the applicable governing authority shall adopt a flood hazard map and supporting data. The flood hazard map shall include, at a minimum, areas of special flood hazards as identified by the Federal Emergency Management Agency in an engineering report entitled "The Flood Insurance Study for the City of Collinsville, Texas."
C. 
Any violation of the terms of this section and of said code is hereby declared to be a nuisance and shall be subject to abatement by all methods provided by law.

The City Council hereby adopts the 2015 edition of the International Property Maintenance Code ("IPMC"). The provisions of the 2015 edition of the IPMC are hereby adopted by the City and declared to be effective within the territorial limits of the City immediately upon receipt by the City and filing the same in the office of the City Secretary.

The following sections are hereby amended to read as follows:
(1) 
Section 101.1. Title. These regulations shall be known as the International Property Maintenance Code of the City of Collinsville, Texas.
C. 
In accordance with the IPMC, the City Council further desires to adopt the local amendments recommended by the North Central Texas Council of Governments for uniformity throughout the North Texas region. Accordingly, the "Amendments to the 2015 International Property Maintenance Code" are hereby made a part of this article by reference. The City adopts these amendments, all of which shall be maintained on file in the office of the City Secretary.
D. 
Any violation of the terms of this section and of said code is hereby declared to be a nuisance and shall be subject to abatement by all methods provided by law.

Section 101.1. Title. These regulations shall be known as the Mechanical Code of the City of Collinsville, Texas.

In accordance with the IMC, the City Council further desires to adopt the local amendments recommended by the North Central Texas Council of Governments for uniformity throughout the North Texas region. Accordingly, the "Amendments to the 2015 Mechanical Building Code" are hereby made a part of this article by reference. The City adopts these amendments, all of which shall be maintained on file in the office of the City Secretary.
D. 
Any violation of the terms of this section and of said code is hereby declared to be a nuisance and shall be subject to abatement by all methods provided by law.

The City Council hereby adopts the 2018 edition of the International Fire Code (IFC). The provisions of the 2018 edition of the IFC are hereby adopted by the City and declared to be effective within the territorial limits of the city a full copy of the IFC is maintained on file in the office of the City Secretary.
B. 
Local amendments adopted.
In accordance with the IFC, the city council further desires to adopt and does hereby adopt those local amendments recommended by the North Central Texas Council of Governments for uniformity throughout the North Texas region. Accordingly, the following amendments to the 2018 International Fire Code are hereby made a part of this article, and shall be and read in their entirety as follows:[1]

C. 
Nuisance.
Any violation of the terms of this section and of said code is hereby declared to be a nuisance and shall be subject to abatement by all methods provided by law.

Accordingly, the "Amendments to the 2015 International Fuel Gas Code" are hereby made a part of this article by reference. The City adopts these amendments, all of which shall be maintained on file in the office of the City Secretary.

Accordingly, the "Amendments to the 2015 International Existing Building Code" are hereby made a part of this article by reference. The City adopts these amendments, all of which shall be maintained on file in the office of the City Secretary.
D. 
Any violation of the terms of this section and of said code is hereby declared to be a nuisance and shall be subject to abatement by all methods provided by law.

The City Council hereby adopts the 2020 edition of the National Electrical Code (NEC). The provisions of the 2020 edition of the NEC are hereby adopted by the City and declared to be effective within the territorial limits of the City, a full copy of the NEC is maintained on file in the office of the City Secretary.
B. 
The following sections of the NEC are hereby amended to read as follows:

Section 101.1. Title. These regulations shall be known as the Electrical Code of the City of Collinsville, Texas.

All provisions of the ordinances of the City of Collinsville, Texas, in conflict with the provisions of this article be and the same are hereby, repealed, and that all other provisions of the ordinances of the City of Collinsville not in conflict with the provisions of this article shall remain in full force and effect.
