A.
The following individuals may be considered by the Mayor and Council for an honorary street designation:
(1)
The individual is/was a resident of the Township of Willingboro; and
(2)
Service or contributions:
(a)
The individual served the Township of Willingboro by serving as a member of the Township Council for 16 or more years, and the individual's public service, personal qualities, accomplishments, and lifetime of service to the Township of Willingboro demonstrate and reflect the standards and values of the Township of Willingboro; or
(b)
Names of individuals who have made significant contributions in the arts, entertainment, or sports, who have attained statewide, national or international prominence for their achievements, or those who have had a significant impact on or outstanding civic service to the Township; or
(c)
Names of individuals that have served the U.S. forces for 16 or more years and have been recognized/awarded by the military for their outstanding service.
B.
Process of nomination or petition.
(1)
An individual who meets the qualifications in Subsection B above may be nominated to be considered for an honorary street name designation by petition duly submitted to the Township Council signed by individuals representing a minimum 15% of the registered voters of Willingboro Township, which shall include the signatures of a minimum of 75% registered voters currently residing in households on the subject street.
(2)
The petition must clearly identify the individual for which the honorary street name designation is sought, explain how that individual meets the criteria set forth under Subsection B above and contain the printed name, address and signature of each person endorsing the petition.
(3)
The approval of the honorary street name designation shall be in the sole discretion of the Township Council, which, if approved, shall be adopted by resolution. The resolution shall state the basis for the granting of an honorary street name designation to the individual and designate the street on which the individual shall be honored.
C.
Approval of an honorary street designation by the Township Council shall entitle the individual to the following:
(1)
A dedicated sign shall be added to a street sign in the Township of Willingboro with the name of the individual being honored.
(a)
When available and appropriate, the street selected shall be the street on which the individual held residency; otherwise, an appropriate alternative shall be selected by the Council.
(b)
The sign shall be constructed to be 30 inches in length by six inches in height and be consistent in color and design as other honorary street designation signs.
(c)
When the honorary street name has been assigned, no other honorary naming proposal shall be considered for the segment of the street for a period of 50 years following the effective date of the honorary street naming.
(2)
If the Council member is recently deceased, upon request of the family the Council may grant the honor to have them lay in state in the Municipal Complex.
