There shall be a Housing Authority consisting of five members as set forth in MGL c. 121B, §§ 5 and 5A. Three members shall be chosen by Town election; the fourth member shall be a tenant member as defined by MGL c. 121B, § 1, and shall be appointed by the Select Board; and the fifth member shall be a resident of the Town and appointed by the Governor. Housing Authority members shall serve for five-year terms, so arranged that one term shall expire each year.

The Housing Authority shall have all of the powers and duties given to housing authorities under the constitution and general laws of the commonwealth, and such additional powers and duties as may be authorized by the Charter, by-law or other Town Meeting vote.
