All special committees created by action of the Town Meeting shall be appointed by the Moderator, unless the Town directs otherwise, and shall report as directed by the Town.

Each committee shall notify the Town Clerk of its organization, the time and place of its meetings and of any vacancies that may occur on the committee.
All such special committees, unless the Town directs otherwise, shall be deemed to be dissolved as of the date of the adjournment of the Spring Town Meeting next following their creation or extension.
When the report of a committee is placed in the hands of the Moderator, it shall be deemed to be properly before the meeting for its action thereon. A vote to accept the report shall discharge the committee but shall not be the equivalent to a vote to carry out its recommendation without a special vote to adopt its recommendations. The service of such committee may be extended by vote of the Town.
