If a check submitted to the Borough for payment in accordance with this Code or any regulations of the Borough is returned as a result of insufficient funds, stoppage of payment or any other reason, the person who submitted such check shall pay a return check fee of $20 per check. In addition, the Mayor and Council may require future payments to be tendered in cash or by certified or cashier's check from such person.
