Editor’s note–Former division 8, sections 1.03.2511.03.257 pertaining to Keep Midlothian Beautiful Advisory Board and deriving from Ordinance 2019-24 adopted 4/23/19, was repealed and deleted in its entirety by Ordinance 2024-01 adopted 1/9/2024.
There is hereby established a board to be called the Midlothian Public Library Board, which shall consist of seven (7) regular voting members for the purpose of promoting public interest and usage of the Midlothian Public Library.

(a) 
The board shall consist of seven members, each of whom shall be appointed by the city council and shall serve at the desire of the city council.

Each appointed board member shall be a resident of the city.

(a) 
Four (4) members of the initial board shall serve one (1) year terms and three (3) members of the initial board shall serve two (2) year terms. The initial board members' terms shall be chosen by lot.

Thereafter, each successive board member shall serve a two (2) year term after appointment by the city council. All new terms shall be effective January 1st of each year. Board member term limits are set at six (6) consecutive years or three (3) consecutive two (2) year terms. Members reaching the six (6) year term limit must take a mandatory one (1) year off between terms.

The officers of the board shall be a chairperson and vice-chairperson. Officers shall be elected annually and take office at the first regular meeting of each calendar year after new board members have been appointed and sworn in.

Any board member may be removed from office by the city council with cause and at will. A board member who fails to attend three (3) regular meetings in succession or who has four (4) absences in a twelve (12) month period will be considered to have automatically resigned from the board.

The board shall hold meetings on the third Thursday of each month. A quorum of not less than four (4) board members must be present for the transaction of business. All meetings of the board shall be open to the public and posted in accordance with state law.

The board is an advisory board only and shall not have any final decision-making authority.

(a) 
The board shall be governed internally through adopted bylaws which are attached to and incorporated herein as exhibit A to Ordinance 2024-17. The board's bylaws may be amended or repealed and replaced by a majority vote at any regular meeting, subject to city council approval.

The board shall establish its own rules of procedure.
