The purpose of the buffering and screening requirements is to
reduce the impacts of a proposed use on sites of 30,000 square feet
or greater on adjacent zones which provide for different types of
uses.
The screening in the buffer area shall consist of at least one row
of deciduous or evergreen trees or a mixture of each, not less than
eight feet high at the time of planting and spaced not more than 15
feet apart, and at least one row of evergreen shrubs spaced not more
than two and one-half feet apart, which will grow to form a continuous
hedge at least five feet in height within three years of planting,
with lawns, low-growing evergreen shrubs or evergreen ground cover
covering the balance of the buffer.
The design review board may reduce or waive the buffering requirement
where it finds that due to topography, existing vegetation, or other
site characteristics a reduced buffer area will achieve the purpose
of the visual and physical separation of uses that is the intent of
the buffer requirement. Proposals for a reduction in the depth of
the buffer area shall include a detailed plan and specifications for
the proposed landscaping and screening.
