Except as otherwise provided in this section, any person who violates, or who fails or refuses to comply with this section, shall be liable to a penalty of not less than $50, nor more than $1,000, for each offense as follows:
A. 
First offense, fine: $50.
B. 
Second offense, minimum fine: $75, plus court costs. Court appearance required.
C. 
Third offense, minimum fine: $100, plus court costs. Court appearance required.
It shall be the duty of the Animal Control Officer or HELO or his or her duly authorized representative to enforce the provisions of this chapter. As applicable, this chapter may also be enforced by the Police Department, Zoning Officer, and Department of Agriculture.
