All trucks having a total combined gross weight of vehicle plus load in excess of four tons are hereby excluded from all streets or parts of streets described in Schedule V except for delivery or removal of supplies, materials, merchandise or goods to and from the dwellings or places of business of persons residing or doing business on such streets. Schedule V is attached hereto and made a part of this chapter.
(a) 
Definitions. As used in this section, the terms below shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
(1) 
Commercial motor vehicle. Every type of motor-driven vehicle for commercial purposes on the highways, such as the transportation of goods, wares and merchandise, excepting such vehicles as are run only upon rails or tracks and vehicles of the passenger car type used for touring purposes or the carrying of farm products and milk, as the case may be.
(2) 
Motor-drawn vehicle. Trailers, semitrailers, or any other type of vehicle drawn by a motor-driven vehicle.
(3) 
Road tractor. Every motor vehicle designed and used for drawing other vehicles and not so constructed as to carry any load thereon either independently or any part of the weight of a vehicle or load so drawn.
(4) 
School bus. Every motor vehicle operated by, or under contract with, a public or governmental agency, or religious or other charitable organization or corporation, or privately operated for compensation for the transportation of children to or from school for secular or religious education, which complies with the regulations of the Department of Education affecting school buses, including "School Vehicle Type I" and "School Vehicle Type II" as defined below.
(5) 
School Vehicle Type I. Any vehicle with a seating capacity of 17 or more, used to transport enrolled children, and adults only when serving as chaperones, to or from a school, school connected activity, day camp, summer day camp, nursery school, child care center, preschool center or other similar places of education. Such vehicle shall comply with the regulations of the New Jersey Motor Vehicle Commission and either the Department of Education or the Department of Human Services, whichever is the appropriate supervising agency.
(6) 
School Vehicle Type II. Any vehicle with a seating capacity of 16 or less, used to transport enrolled children, and adults only when serving as chaperones, to or from a school, school connected activity, day camp, summer day camp, nursery school, child care center, preschool center or other similar places of education. Such vehicle shall comply with the regulations of the New Jersey Motor Vehicle Commission and either the Department of Education or the Department of Human Services, whichever is the appropriate supervising agency.
(7) 
Semitrailer. Every vehicle with or without motive power, other than a pole trailer, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that some part of its weight and that of its load rests upon or is carried by another vehicle.
(8) 
Trailer. Every vehicle with or without motive power, other than a pole trailer, designed for carrying persons or property and for being drawn by a motor vehicle and so constructed that no part of its weight rests upon the towing vehicle.
(9) 
Truck tractor. Every motor vehicle designed and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.
(b) 
Vehicles described in Chapter 16, Vehicle and Traffic, Article 5, Section 16:5-1, Subsections(a)(1) through (9) will be ticketed if found in violation. The fine for a violation of this section shall be a minimum of $1,000 not to exceed $2,500. Vehicles described in Chapter 16, Vehicle and Traffic, Article 5, Section 16:5-1, Subsection(a)(1) through (9) involved in the filming of movies and television programs shall not be held in violation of this section if an approved filming permit is obtained.

(10) 
Passenger type vehicles such as pickup trucks or vans bearing passenger plates with a gross vehicle weight of less than 14,000lbs being used for the purpose of transporting, removing and/or delivery of solid waste. (Exceptions to this ordinance include personal removal of solid waste from your owner occupied residence)
(b) 
Parking prohibited. No vehicle as defined in Subsection (a) above shall be parked on any street and/or public parking facilities at any time, except for purposes of loading and unloading, or for the purpose of making repairs or renovations to property immediately fronting the street between normal business hours, or for utility or City vehicles making emergency repairs. Vehicles described in Chapter 16, Vehicle and Traffic, Article 5, Section 16:5-2, Subsections (a)(1) through (9) will be ticketed and towed. The fine for a violation of this section shall be a minimum of $350 not to exceed $2,500.
(c) 
Definition of solid waste as determined in subsection (a):
(1) 
Household Waste from private residences, homes, houses, buildings.
(2) 
Commercial Waste from businesses, stores, markets, restaurants.
(3) 
Institutional Waste from schools, hospitals, public buildings, colleges.
(4) 
Demolition, Renovation and Construction Debris.
(5) 
Motor Vehicle Parts (if they are being sent to a scrap yard or offered for sale, motor vehicle parts would not be a solid waste), Fluids and Tires (only if going for disposal would tires be a solid waste, if going for recycling no transporter license, CPCN or solid waste registration is required).
