No connection shall be made with the Town water system until a permit therefor shall first be issued by the Town Clerk. The required connection fee shall be due on the date the application is made. The fee paid at the time of application shall be valid for one year and at the expiration date shall be re-evaluated to conform with prevailing connection rates.

Whenever, upon application of the property owner, a permit for the purchase of Town water has been issued, the owner of the premises shall lay such pipe necessary to convey the water from the Town's nearest trunk line to his property at his own expense.

A. 
Any person making connection with the Town water system shall not cover it up before it has been inspected by the Water Department.
B. 
The regulations of the Town require that the water laterals connecting a building to the Town's lines be installed and inspected in accordance with the ICC International Plumbing Code.
C. 
Therefore, in order to insure that the laterals of the buildings connected to the Town's lines are installed in accordance with the ICC International Plumbing Code, the Town Plumbing Inspector must include these in his inspections.

The applicant, when issued a permit, shall pay a connection fee in the amount as set forth in the below chart:

Hotels, motels, tourist homes, apartment complexes with multiple bathrooms and other related commercial uses, both in and outside of the corporate limits, in addition to the connection fee there shall be a fee of $250 for each restroom unit.
B. 
For all connections requiring up to 3/4 inch meters, the Town will make the tap at the water main. The owner/applicant is responsible to pay for the cost of the meter as well as all materials necessary to complete the install, plus an additional 15%.
C. 
For all connections requiring meters greater than 3/4 inch, the owner/applicant shall install the lateral from the water main to the property line and shall furnish all labor and material, including the vault, meter setting and meter. The meter shall be purchased from the town at cost, plus an additional 15%.
D. 
In addition to the connection fees set forth in Subsection A, all commercial and industrial users shall pay an initial service charge as follows (includes in and out of Town):

E. 
For commercial buildings housing multiunits, such as family apartment units or office unit space, or commercial unit space for rental use, inside the corporation limits, the owner shall install a separate water meter for each unit or one meter for all units, as the Town Council shall deem proper. The cost for either method shall be the same and based on rates for separate water meters for each individual family apartment unit.

For commercial buildings housing multi-units, such as family apartment units or office unit space or commercial unit space for rental use, outside the corporation limits, the owner shall install a separate water meter for each unit or one meter for all units, as the Town Council shall deem proper. The cost for either method shall be the same and based on rates for separate water meters for each individual family apartment unit.
F. 
The owner or rental agent or agency of such commercial buildings making application under this section shall be responsible for the payment of the service charges applicable.

A. 
The purpose of establishing a Dual Water Meter Ordinance is to effectively calculate the consumption of water used by residents and businesses for the sole purpose of watering gardens, lawns, flowers, etc., and eliminating sewer charges for such purpose and will only be provided for the individual use of a residence or business. Joint consumption usage, other than the intended party, is prohibited and will be subject to a penalty. The goal of this policy is to more accurately reflect residential sewage usage by eliminating outside water usage that is not contributing to the Town wastewater collection system.
B. 
The dual water meter is subject to all costs, conditions, and inspections as required by the Code of Middletown, Chapter 210, §§ 210-22 through 210-24, as amended from time to time, and such other reasonable requirements for installation, usage and inspection as determined by the Town to be necessary and appropriate to effectively implement the purpose of the dual water meter policy.
(1) 
The original water/sewer meter as well as the dual water meter consumption will be read bimonthly according to Town policy and billing for sewage usage will be calculated by using the reading from the main water meter.
C. 
Service charge. An initial one-time service charge fee of $2,000 will be charged for the dual meter installation.
D. 
Penalty. Any act that is deemed and proved to be a misuse of such dual meter will result in the possible removal of the dual meter and a penalty of $1,000 which must be paid prior to reconnection if applicable.
