a. 
The legislative authority of the Town of Wales shall continue to be vested in the inhabitants of the Town acting by means of Town Meetings. Annual Town Meetings shall be held in the Town of Wales on the second Saturday in June each year, and the voters shall then choose by ballot, as now provided by law, a Moderator to serve at this and any Special Town Meetings until the next Annual Town Meeting.
b. 
Special Town Meetings may be called as provided in 30-A M.R.S.A. §§ 2521 to 2523 and Section 402j of this Charter.
The complete warrant shall be posted in at least three conspicuous places seven days before Town Meeting, and be included in the Town Report for the Annual Meeting.
Copies of the Town Report shall be made available at least three to seven days before the Annual Town Meeting at the Town office. Copies of the Town Report shall be distributed upon individual request to the Town office.

At the Annual Meeting, the voters shall choose by ballot members to fill upcoming vacancies for specified regular and alternate positions and terms for the Board of Selectmen, Regional School Unit #4 Board of Directors, Planning Board, Board of Appeals, and Budget Committee. If no nomination is made to fill a vacancy, the voters may authorize appointment by the new Board of Selectmen, except that for a Selectman, a continuance of the Annual Meeting or a Special Town Meeting shall be called to act on a subsequent nomination.
The qualified voters of the Town shall have power under this article to require consideration or reconsideration of any warrant item prior to adjournment. In reconsideration of an article in the same Town Meeting, the total vote must be at least 2/3 of the original total vote.
The Annual Town Meeting shall have the exclusive power and responsibility to:
a. 
Elect all necessary Town officers as provided in Section 204 and Article III, Section 301, for the ensuing term.
b. 
Raise and appropriate monies for the Annual Budget.
The Annual and Special Town Meeting shall have the power and responsibility to:
a.
Raise and appropriate monies for special purposes;
b.
Act on the issuance of bonds and notes, except notes in anticipation of taxes to be paid within the fiscal year in which issued;
c.
Act on ordinances pertaining to zoning, subdivisions, and building regulations, any initiative or referendum question as provided for by this Charter;
d.
Act on the sale of Town-owned real estate other than that acquired through matured tax mortgage liens;
e.
Act on any amendment to this Charter pursuant to law;
f.
Transact other Town business presented to it by warrant articles;
g.
Exercise all other powers not specifically delegated by this Charter or by law;
h.
Accept monies and property to be used in trust by the Town for specified purposes.
