a. 
Composition. There shall be a Board of Selectmen of three members nominated, elected and organized as provided in Article III.
b. 
Powers. The Board of Selectmen serve as the Town's municipal officers, acting as agents of the Town Meeting. The Board shall provide for the exercise and performance of all duties and obligations imposed on the municipality by law. All actions of the Board shall be by majority vote, including approval and signing of warrants for the expenditure of funds.

Duties of the Board shall include the following:
a. 
Make appointment of Town Clerk, Town Tax Collector, Town Treasurer, Public Works Director, Health Officer, Code Enforcement Officer, Plumbing Inspector, Animal Control Officer, Town Fire Chief and Warden (as provided for in Article VI, Section 605), and Registrar of Voters; also, necessary committees and personnel not otherwise provided for in this Charter.
b. 
Act as Board of Assessors and hire and direct a Town Assessors' Agent.
c. 
Act as licensing authority.
d. 
Appoint as its agent a General Assistance Director.
e. 
Act to retain or hire a Town Attorney.
f. 
Manage the financial affairs of the Town following appropriate statutory duties and power provided for in 30-A M.R.S.A. and 36 M.R.S.A., and Article VII of this Charter.
g. 
Review and approve all warrants and obligations for expenditure of Town funds.
h. 
Prepare the budget request for Town charges/Municipal Center operations.
i. 
Organize budget requests and warrant articles for the Annual Town Meeting.
j. 
Call Special Town Meetings on own initiative or in response to qualified petition signed by at least 10% of the number of voters casting votes at the last gubernatorial election.
k. 
Solicit tax-anticipation loans as required. Loans exceeding $100,000 shall be solicited from three or more prospective sources.

The Board shall meet at least once a month at regularly scheduled times, and at special meetings as called by the Chairperson. Proceedings shall be made public record.
The Board shall annually review, update and adopt more detailed operating procedures and schedules for management of Town affairs, reporting, and budget requests by the several Town agencies, and financial schedules. These operating procedures shall be maintained as Appendices to the Charter.
