A. 
The Village President shall be elected for a term of four years and shall be the President of the Board of Trustees, as is provided by statute.
B. 
The salary of the Village President shall be as set forth in the annual budget adopted by the Board of Trustees.
The Village President shall be the chief executive of the Village and shall perform all such duties as may be required by statute or ordinance. The Village President shall have supervision over all the executive officers of the Village, and over all the employees of the Village. The Village President shall have the power and authority to inspect all books and records kept by any Village officer or employee at any reasonable time.
Whenever there is a question as to the respective powers or duties of any appointed officer of the Village, this shall be settled by the President; and the President shall have the power to delegate to any such officer any duty, which is to be performed when no specific officer has been directed to perform the duty.
Before entering upon the duties of office the President shall give a bond with sureties to be approved by the Board of Trustees conditioned upon the faithful performance of the President's duties, in such amount as provided by statute. The President shall take the oath of office as prescribed by statute and shall receive such compensation as may be set from time to time by the Board. The Village of Dwight shall pay for such bond.
The Village President shall appoint, with the advice and consent of the Board of Trustees, a President pro-tempore who during the temporary absence or disability of the Village President shall perform the duties pertaining to the office of the Village President. The appointment shall be for one fiscal year unless the appointment occurs mid-year of which the remainder of the current fiscal year may be added to the one-year appointment.

The Board of Trustees, consisting of six members, shall be elected to office for a four-year term, according to the method provided by statute. This Board shall be the legislative department of the Village government and shall perform such duties and have such powers as may be delegated by statute to it.
The members of the Board of Trustees shall take the oath of office prescribed by statute and shall receive such compensation be provided by ordinance.[1]

The Village Board shall hold its regular meetings, in the Village Hall, on the fourth Tuesday of each month at the hour of 5:00 p.m. except for the months of May and December. The May and December meetings shall be held the third Tuesday at 5:00 p.m. The meeting place of the said Board shall be at the Village Hall, unless otherwise ordered by the Board. Special meetings may be called by the President of the Village or any three Trustees upon at least 48 hours public notice. The Village shall give public notice of its annual schedule of regular meetings at the beginning of each calendar year, listing the dates, times and place of such meetings. As required by the Open Meetings Act, agendas for regular meetings and special meetings must be posted at the location of the meeting at least 48 hours in advance.
The Village President shall be the presiding officer of all regular and special meetings of the Board of Trustees and at all times when the Board meets as a committee of the whole.
The Village President shall not vote on any ordinance, resolution, or motion except: 1) where the vote of the Trustees has resulted in a tie; 2) where one-half of the Trustees present have voted in favor of an ordinance, resolution, or motion even though there is no tie vote. In both instances specified, the Village President shall vote. Nothing in this section shall deprive a President pro-tempore voting in their capacity as Trustee, but they shall not be entitled to another vote in the capacity as President pro-tempore.
All resolutions and motions 1) which create any liability against the Village, or 2) which provide for the expenditure or appropriation of its money, or 3) to sell any Village property, and all ordinances passed by the Village Board shall be deposited with the Village Clerk. If the Village President approves of them, the President shall sign them. Those of which are disapproved shall be returned to the Village Board, with the President's written objections, at the next regular meeting of the Village Board occurring not less than five days after their passage. The Village President may disapprove of any one or more sums appropriated in any ordinance, resolution, or motion making an appropriation, and if so, the remainder shall be effective. However, the Village President may disapprove entirely of an ordinance, resolution, or motion making an appropriation. If the Village President fails to return any ordinance or any specified resolution with written objections, within the designated time, it shall become effective despite the absence of the President's signature.
Every resolution and motion specified in § 50-25, and every ordinance, which is returned to the Board of Trustees by the Village President, shall be ordered by the Board of Trustees. If, after such reconsideration, 2/3 of all the Trustees elected to the Village Board shall agree to pass an ordinance, resolution, or motion, notwithstanding the President's refusal to approve it, then it shall become effective. The vote on the question of passage over the President's veto shall be by yeas and nays and shall be recorded in the journal.

A. 
Order of business. The order of business of the Board of Trustees of the Village shall be as follows:
(1) 
Roll call.
(2) 
Consent agenda. All matters listed under Subsection A(2), Consent Agenda, are considered to be routine by the Board of Trustees and will be enacted by one motion. There will be no separate discussion of these items unless a Trustee or citizen so requests, in which case the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda as part of the General Orders.
(3) 
Minutes, Communications, Resolutions, Ordinances, Bills and Treasurer's Report not otherwise listed and discussed under the Consent Agenda.
(4) 
Public forum. Five minutes is the time limit for the length of each comment. The public body is allowed to cut short a comment before the time limit if the comment is irrelevant, repetitious, or disruptive.
(5) 
Report of officers.
(6) 
Report of committees.
(7) 
Old Business.
(8) 
New Business.
(9) 
Adjournment.
B. 
Rescinded action. No vote or action of the Board of Trustees shall be rescinded at any special meeting of the Board of Trustees unless there be present at such meeting as many members of the Board of Trustees as were present at the meeting when such vote or action was taken, as provided by statute.
C. 
Resolutions. Any resolutions submitted to the Board of Trustees shall be reduced to writing before being voted upon on request of any two members of the Board.
D. 
Addressing meetings. No person other than the President or a member of the Board shall address that body at any regular or special meeting except upon consent of the President or a majority of the members present.
E. 
Suspension of rules. The rules of order, other than those prescribed by statute, may be suspended at any time by the consent of a majority of the members present at any meeting.
F. 
Robert's Rules of Order. Robert's Rules of Order shall govern the deliberation of the Board of Trustees except when in conflict with any of the foregoing rules.
G. 
Quorum. A majority of the Trustees or three Trustees and the Village President shall constitute a quorum to do business.
H. 
Committees.
(1) 
The following shall be the Standing Committees of the Board of Trustees:
(a) 
Administration.
(b) 
Services, Health and Safety.
(c) 
Public Properties/Utilities.
(d) 
Ordinance, Judicial and Licensing.
(2) 
Special Committees shall be created from time to time as directed by the Board of Trustees.
(3) 
All Standing Committees shall consist of three members (Trustees) each and will be chaired by a Trustee appointed by the Village President, with the exception of the Administration Committee which shall be chaired by the Village President and include all Board members: unless the Board of Trustees shall otherwise direct. All committees shall be appointed by the Village President, by and with the advice and consent of the Board of Trustees. To place an item on the agenda, the Trustee must contact the standing Committee Chair. The Chair of the Committee will then advise the Village Administrator or Village Clerk should the Committee Chair believe it necessary to have an item placed on the Agenda. No trustee other than the Chair of the Committee will go directly to the Village Administrator, Village Clerk, or any other person employed by the Village unless it can be shown the Chair is unable to be contacted over a period of no less than 48 hours, or in the case of emergency, contact by Trustees in all cases shall be made during hours in which the Village Hall is open. The committees shall meet on the third Tuesday of each month unless no agenda items are noted.
(4) 
The responsibility of the Standing Committees of the Village of Dwight shall be as follows:
(a) 
Administration. Budget, Administrative Personnel, Annexations, Economic Development (including Tourism).
(b) 
Services, Health and Safety. Police, Ambulance and affiliated employees.
(c) 
Public Properties/Utilities. Street and Alley Maintenance and Repair, Creek and Bridge Maintenance and Repair, Parks and Pool Maintenance and Repair, Building Maintenance and Repair, Street Lights, Garbage, Water, Wastewater Treatment, Stormwater, Cable TV, Gas, electric, and affiliated employees.
(d) 
Ordinance, Judicial and Licensing. Municipal Code, Zoning and Planning Codes, and Personnel Policies.
I. 
Disturbing meetings. It shall be unlawful for any person to disturb any meeting of the Board of Trustees or of any committee thereof; any person violating the provisions of this section shall be fined as designated in the fine rate schedule.
J. 
Meetings open to the public. All meetings of the Board of Trustees shall be open to the public as provided by statute.
