A division of fire prevention in the city fire department is established and shall operate under the supervision of the chief of the fire department.

The chief of the fire department shall appoint a member of the fire department as chief inspector of the division of fire prevention and such assistant inspectors as may be necessary to carry out the provisions of this chapter. They shall continue in such positions until relieved by the chief of the fire department.

It shall be the duty of the members of the division of fire prevention to enforce all laws of the commonwealth, provisions of this revision and other ordinances of the city, rules and regulations of the state department of public safety and all orders of the chief of the fire department, as relate to the prevention, extinguishment, cause, origin and circumstances of fires. The chief of the fire department may delegate his or her powers in connection with this chapter to the chief inspector of the division of fire prevention.

The personnel of the division of fire prevention shall comply with the rules and regulations of the fire department and all general or special orders of the fire department, and they shall perform such other duties as may be ordered by the chief of the fire department.

The chief inspector, assistant inspectors or any member of the fire department designated, shall inspect, as often as may be necessary, but not less than four times a year, all specially hazardous manufacturing processes, oil storage terminals, public buildings, stores and other mercantile establishments, garages and gasoline filling stations, and places of public resort and assembly. All other buildings or premises shall be inspected where authorized by the General Laws as often as may be necessary, but not less than twice a year, for the purpose of enforcing all laws of the commonwealth, provisions of this revision, and other ordinances of the city, rules and regulations of the state department of public safety and all orders of the chief of the fire department, as relate to the prevention, extinguishment, cause, origin and circumstances of fires.

The chief of the fire department shall prepare instructions for the chief inspector and assistants, and forms for their use in connection with reports required by this chapter, and shall acquire and prepare such other forms and material as the chief may deem necessary to carry out the provisions of this chapter.
