The
department of veterans' services shall be under the charge and control
of the director of veterans' services.
B.
The
mayor shall appoint such director, subject to the civil service laws
and rules and regulations, whenever a vacancy occurs in that office.

The department of veterans' services shall administer the disbursement
of veterans' benefits. State and military aid and soldiers' relief
shall be called "veterans' benefits." Such department shall render
such service to veterans, members of the armed forces, their families
and dependents, as the mayor may direct.
