A. 
The board of assessors shall consist of three persons who shall be appointed by the mayor, subject to confirmation by the city council. One member shall be appointed in January of each year for a term of three years from the first Monday of the following February, and thereafter until his successor is appointed and qualified. Vacancies shall be filled for the unexpired term, in the same manner as an original appointment.
B. 
The assessors shall annually, in the month of February, meet and organize by the choice of a chairman and secretary from among their own number, and a majority of the board shall constitute a quorum for the transaction of business.

The assessors' department shall be under the charge of the board of assessors, who shall have and exercise all the powers and be subject to all the duties and limitations of assessor of taxes, as set forth in the laws of the commonwealth.

Notwithstanding any contrary provisions of the General Laws or Special Acts, within one hundred and five days following the commencement of each fiscal year, the board of assessors shall have submitted to the Commonwealth of Massachusetts, Department of Revenue all of the data necessary to certify the fiscal year tax rate for the fiscal year.
