No person shall park for-hire automobiles on property owned
or leased by that person in the city until such time as that person
has received from the licensing commission a license, to be known
as a "parking lot license." At no time shall such license be granted
by the licensing commission until it has been approved by the chief
of the fire department.

Cars shall at all times be parked in a way and manner satisfactory
to the chief of the fire department, and shall at all times be under
the chief's jurisdiction.
