Parking is restricted or limited as to time, space, streets and municipal off-street parking areas on the streets and municipal off-street parking areas designated as Schedules XVIII and XIX of this title, to which reference is made and which Schedules XVIII and XIX are specifically incorporated in this section. No person shall park a vehicle for a period of time longer than two hours between the hours of operation provided for in Subsections 10.36.060(B) and 10.36.060(C) Fees—Hours of Operation.

In accordance with the provisions of Chapter 40, Section 22A of the Massachusetts General Laws, the parking clerk of the city of Revere is authorized to appropriate funds from parking meter receipts for the acquisition, installation, maintenance and operation of parking meters, and for said purposes, the parking clerk may establish, subject to the approval of the Revere Traffic Commission, the fee as provided for in Section 10.36.060 and Schedule I of this title.

The mayor is authorized and directed to install parking meters in the locations on streets designated in this chapter and plans referred to, or cause the same to be so installed. The meters shall be placed at intervals of not less than twenty feet and not less than six inches nor more than twenty-four inches from the face of the curb adjacent to individual meter spaces. The tops of the meters shall be between forty-six inches and fifty-six inches above the sidewalk. The metered spaces at all times must be clearly indicated by white pavement, marking shall not be less than twenty feet except where angle parking is permitted. Meters shall be so constructed as to display a signal showing legal parking upon the deposit of the proper coin of the United States as indicated by instructions on such meters and for such period of time as is or shall be indicated by the meter. Such signal shall remain in evidence until expiration of the parking period designated, at which time a dropping of a signal automatically or some other mechanical operation shall indicate expiration of such parking period.

The city engineer is authorized and directed to establish parking meter spaces, in such parking meter zones as are specified in this chapter, or as may be fixed by ordinance, and to indicate the same by white markings upon the surface of the highway.

Whenever any vehicle is parked adjacent to a parking meter, the owner or operator of such vehicle shall park within the space designated by street marking lines and, upon entering such space, shall immediately deposit, or cause to be deposited, in such meter, the required coin of the United States for the maximum legal parking period or proportionate period thereof as indicated or shown on the meter and, if so required, set the meter in motion.

The fee for the maximum parking time in on-street parking meter zones shall be as set out in Table I of this revision. The fee for parking in municipal off-street parking areas shall be as set out in Table I of this revision.

Meters are utilized from nine a.m. to seven p.m., Sundays and holidays excepted.

The city of Revere shall permit any individual with the following Veteran and Military license plates to park for free at any on- or off-street metered city of Revere parking space, or any city of Revere owned surface lot space requiring payment via kiosk or using app-based payments:

The provisions of this section apply only to parking meter fees and do not waive any other regulations governing a parking space, including but not limited to time limits, no-parking restrictions, handicap parking requirements, fire-hydrant requirements, tow zones, street sweeping, and resident permit-parking areas.

It is unlawful for any person to deposit or cause to be deposited in a parking meter any coin for the purpose of permitting the vehicle of which that person is in charge to remain in a parking space beyond the maximum period of time allowed in a particular zone.

It is unlawful for any person to park a vehicle within a parking meter space unless such vehicle is wholly within the painted lines adjacent to such meter.

It is unlawful for any unauthorized person to tamper with, break, injure or destroy any parking meter or to deposit or cause to be deposited in such meter any slug, device or metallic substance or any other substitute for the coins required.

Operators of commercial vehicles may park in a metered space without depositing a coin for a period not to exceed twenty minutes for purposes of loading or unloading. Parking in excess of this time without depositing the proper coin shall be deemed a violation of the provisions of this chapter.

Nothing contained in this chapter shall be construed to prohibit the traffic commission from making provision for bus stops, taxicab stands, service zones, ambulance zones, areas restricted for handicapped persons' parking only and loading zones as authorized by other sections of this title on any street or portion of streets which has been or may be designated as a parking meter zone.

The parking clerk or any person acting in that capacity is designated as the person authorized to collect moneys deposited in parking meters or cause the same to be collected by persons designated by the parking clerk. The parking clerk or person acting in the capacity, or designated by the parking clerk to collect such moneys, shall deliver such moneys so collected to the city collector. The city collector shall make a record of the amount of moneys collected and shall pay over to the city treasurer the moneys, to be deposited by the treasurer in an account to be known as the "Revere Parking Meter Account."

All fees received by the city from the operation and use of parking meters shall be used by the city as authorized by Chapter 40 of the General Laws.
