No provision in this chapter shall contravene nor render ineffective
any lawfully established rule or regulation of the Massachusetts Water
Resources Authority, or any other state or federal agency having jurisdiction.

In the event that federal or state agencies enact or promulgate
law or regulations more stringent than this chapter, the federal or
state requirements shall take precedence.
