"Condominium unit"
is a unit in housing condominium as that term is defined in M.G.L. c. 183A.
"Convert" or "Conversion"
means the initial offer, in any manner, for the sale and transfer of title to any residential unit as one or more condominium units pursuant to an individual unit deed or, in the case of a cooperative, an individual proprietary lease.
"Cooperative unit"
is a unit in a housing cooperative as set forth in M.G.L. c. 157B.
"Owner"
means a person who holds title in any manner to a building or housing accommodation, including without limitation a corporation, partnership or trust, and any employee, agent, servant or other representative of such owner.
"Unit" or "residential unit"
means the room or group of rooms within a building which is used or intended for use as a residence by one household.

For any building or structure with ten or less units which is subject to this chapter, each unit shall have a separate water meter to measure the water usage within the individual condominium unit.

A. 
No later than three months prior to the recording of a master deed under M.G.L. c. 183A of any residential unit to a condominium unit or cooperative unit, the owner shall provide notice of such conversion to the board of assessors and the building inspector and shall obtain from the building inspector a conversion permit. Further, within forty-eight hours of recording of the master deed, a copy of the master deed shall be provided to the board of assessors. Upon the giving of such notice, the following shall occur:
1. 
The health department shall make an inspection of the units to determine if the same are in compliance with all applicable provisions of the State Sanitary Code and the applicable rules and regulations of the board of health.
2. 
The building department shall make an inspection of the units to determine if the same are in compliance with all applicable provisions of the State Building Code, the Fire Safety Code and the rules and regulations of all other regulatory agencies of the city of Revere.
3. 
For any building or structure with ten or less units, the DPW water and sewer billing department shall make an inspection to confirm that each unit has a separate water meter.
B. 
The building inspector shall issue a conversion permit only after confirming that: (1) the assessors office has been properly notified of the conversion; (2) each unit complies with all Sanitary Code, Fire Safety Code, Building Code and other regulatory requirements and has a valid occupancy permit for each unit; and (3) for buildings with ten or less units, each unit has a separate water meter. The fee for such conversion permit shall be established from time to time by the building inspector.

Any person or entity violating this provision shall be subject to a fine of up to three hundred dollars per offense. Each day that the owner is in violation shall constitute a separate offense. The Building Inspector shall have the right to enforce this subsection pursuant to the non-criminal disposition procedures set forth in Chapter 1.12.
