A. 
No person shall operate a breeding facility without a valid breeding permit issued pursuant to the terms of this article. A breeding permit issued for a breeding facility is subject to the general permit requirements and provisions set forth in this article. There shall be three tiers of breeding permits required for any breeding facility.
(1) 
Tier 1: Any breeding facility authorized to house, sell, or barter fewer than 25 dogs or cats per breeding permit period.
(2) 
Tier 2: Any breeding facility authorized to house, sell, or barter at least 25 but no more than 50 dogs or cats per breeding permit period.
(3) 
Tier 3: Any breeding facility authorized to house, sell, or barter at least 50, but no more than 99, dogs or cats per breeding permit period.
B. 
A breeding facility with any more than 99 dogs or cats is prohibited in Price County and shall not be permitted to operate in Price County.
C. 
A breeding permit shall be for a twelve-month period ending on September 30 of each year. A breeding permit may be no longer than 12 months and may be less than 12 months, depending on the date of issuance of a breeding permit.
D. 
A breeding permit fee shall be set by the County Board of Supervisors.
In addition to the terms of a breeding permit, this article and all other applicable laws, a breeding facility shall comply and be subject to any provisions set forth in other County and state approvals or permits, such as a conditional use permit issued for the operation of a breeding facility, and follow guidelines regarding inspections by the WI Department of Agriculture, Trade and Consumer Protection.
Any person who keeps or operates a breeding facility shall apply to the Price County Humane Officer for a multi-dog license for all dogs which have attained five months of age kept at the breeding facility, with current proof of rabies immunization vaccination.
In addition to the required standards set forth in this article, a breeding facility shall comply with the following for the welfare of the dogs or cats:
A. 
Breeding age of female animals shall be no younger than two years old and no older than seven years old. After age seven years old, any female kept at the breeding facility shall be spayed.
B. 
No breeding facility shall produce more than one litter per twelve-month breeding permit period of puppies or kittens per female of breeding age.
C. 
A puppy or kitten may not be physically transferred to another facility or owner until it is at least eight weeks of age or older.
This article will be enforced by the Price County Sheriff's Office and the Price County Land Conservation and Zoning Department.
Anyone causing, creating or maintaining a violation of this article shall be subject to a forfeiture as provided in Chapter 290 of the County Code, together with cost of prosecution.
