Land use developments requiring engineering review in the Urban Growth Area of the city of Ellensburg not utilizing City utilities shall meet Kittitas County rural road standards providing the following:
i. The owner/developer dedicates sufficient right-of-way pursuant to the City's road and street plan; and
ii. The owner/developer signs a waiver of protest for the County and City to the formulation of a future Local Improvement District (LID) for the development.
