Not later than ten days following conclusion of the open record hearing, the Hearing Examiner shall provide a written report including a decision. The Hearing Examiner may decide that the proposed plat be approved, conditionally approved or disapproved. Conditions of approval shall be precisely recited in the Hearing Examiner's report and shall include recommended protective improvements, if any.

Records of the Hearings Examiner hearings on preliminary plats shall be kept by CDS and shall be open to public inspection.
