Two (2) Councilmembers shall be elected from each of the four (4) Wards of the City by the qualified voters thereof. After the initial members' terms, on the first (1st) Tuesday after the first (1st) Monday in April of each year there shall be a general election in each Ward by the qualified voters thereof who shall elect one (1) Councilmember, who shall hold office for the term of two (2) years.

No person shall be Councilmember unless he/she is at least twenty-one (21) years of age prior to taking office, a citizen of the United States, an inhabitant of the City for one (1) year preceding his/her election and a resident of the Ward from which he/she is elected for six (6) months preceding his/her election. Whenever there is a tie in the election of a Councilmember, the matter shall be determined by the Council.

If a vacancy shall occur in the office of Councilmember by death, resignation, refusal to qualify, removal from the City or Ward from which such Councilmember was elected, removal from office or for any other cause, a qualified successor to the vacant office shall be selected from the affected ward and appointed by the Mayor with the advice and consent of a majority of the remaining members of the Council. The successor shall serve until the next available regular municipal election.

At the first (1st) regular meeting of the Council, after the election in each year, the Council shall elect one (1) of its members President Pro Tempore, who shall hold his/her office for the term of one (1) year, and who, in the absence of the Mayor, shall preside at the meetings of the Council; provided, that in the absence of both the Mayor and the President Pro Tempore, the City Council may select one (1) of its members present to preside at such meeting who shall be the Acting President Pro Tempore.

The regular meeting of the City Council shall be held on the fourth Monday of each month at 6:00 P.M. or as the City Council shall declare in accordance with the notice requirements of the Missouri Sunshine Law. However, in no event shall the first City Council meeting in an election month be earlier than the date of the election nor later than the fourth Monday. Adjourned meetings shall be held whenever the Council shall deem the same necessary.

The Mayor or any three (3) Councilmembers may call a special meeting of the City Council at any time by causing the City Clerk to notify by telephone or electronic means or in person, each member of the City Council of the time fixed for such special meeting.

The City Council shall cause to be kept a journal of its proceedings, and the "ayes" and "nays" of the members shall be entered on any question at the desire of any two (2) members. The City Council may prescribe and enforce such rules as may be necessary to secure the attendance of its members and the expeditious transaction of its business.

All meetings of the City Council shall be conducted in accordance with Robert's Rules of Order with the only exception being those matters set forth in this Article in conflict therewith. Procedural matters not expressly dealt with in this Article or in Robert's Rules of Order may be determined by the majority vote of the members of the Council present.

The City Council shall, semi-annually, during the months of January and June, publish a full and detailed statement of the condition of the City Treasury. Such statement shall show the balance in the Treasury at the beginning of each semi-annual period, the receipts and disbursements during such period and the balance in the Treasury on the day such statement is made; and it shall, in like manner, show the condition of each fund and appropriation, and the condition of the bonded indebtedness of the City. Such statements shall be published in some newspaper printed in the City.
The City Council shall have power to compel the attendance of witnesses and the production of papers relating to any subject under consideration in which the interest of the City is involved, and shall have power to call on the proper officer of the City, or of the County in which such City is located, to execute such process. The officer making such service shall be entitled to receive therefor such fees as are allowed by law for similar service, to be paid by the City. The President of the City Council, or President Pro Tem, shall have power to administer oaths to witnesses.

At the first meeting of the City Council held after the City election of each year, it shall be the duty of the Mayor, by and with the concurrence of the City Council, to appoint such standing committees as the City Council may by ordinance, resolution or rules of order establish. These committees shall have such powers and duties as the City Council may by ordinance, resolution or rules of order prescribe; provided, however, that such resolution or rules of order shall not be interpreted as unlawfully delegating any legislative authority in violation of the laws of the State.

A. 
Regular Meetings. All regular meetings of the City Council generally shall be conducted according to the following order, subject to deviation upon motion duly adopted by the Council for that meeting:
1. 
Roll call and statement of quorum.
2. 
Call to order, invocation, and pledge of allegiance to the flag.
3. 
Consideration of comments from the public regarding any item on the meeting agenda. Any interested party may, upon recognition by the Mayor, address such comments to the City Council.
4. 
Establishment of the order of items on the agenda.
5. 
Approval of the minutes of the prior regular meeting and any special minutes.
6. 
Mayor's reports.
7. 
City Administrator's reports.
8. 
Police Chief's reports.
9. 
Fire Chief's reports.
10. 
Committee reports.
11. 
Old business.
12. 
New business.
13. 
Miscellaneous business, including comments from the public on any item discussed during the meeting.
14. 
Media clarification.
15. 
Executive session(s), if any, but only when approved by appropriate roll call vote of the Council and all other applicable requirements of Chapter 610, RSMo., are satisfied.
16. 
Adjournment.
B. 
The discussion referred to in Subsection (A)(3) and (13) of this Section shall be limited to a period of three (3) minutes per person, unless otherwise extended by a vote of the majority of the Council at such meeting.
C. 
The agenda for any regular meeting of the City Council is to be prepared by the City Clerk according to the format set out above and shall consist of only:
1. 
Those matters of which a Council member, the Mayor, or the City Administrator has notified the City Clerk by at least 12:00 noon on the Wednesday immediately prior to the Monday on which the regular meeting is to be held or, in the event said Wednesday prior to a meeting is a holiday, then the City Clerk has been notified by at least 12:00 noon on the Tuesday prior to such holiday; and
2. 
Those matters submitted after such deadline but which the Mayor or City Administrator believe to be in a state suitable for consideration and deliberation by the Council and deemed necessary for the effective and efficient conduct of business of the City; and
3. 
Those matters submitted by a City resident with sponsorship of a Council member or the Mayor with notification to the City Clerk by at least 12:00 noon on the Wednesday immediately prior to the Monday on which the regular meeting is to be held or, in the event said Wednesday prior to a meeting is a holiday, then the City Clerk has been notified by at least 12:00 noon on the Tuesday prior to such holiday.
D. 
Special Meetings. The agenda for special meetings shall be restricted to such business as appears in the call of the meeting and to such business only. The agenda for special meetings shall only consist of the following:
1. 
Call to order and pledge of allegiance to the flag.
2. 
Roll call.
3. 
Consideration of special item or items requiring the special meeting, which may be done in executive session if all applicable requirements of Chapter 610, RSMo., are satisfied.
4. 
Adjournment.
