The Department of Neighborhood Empowerment and Equal Opportunity shall be under the charge of the Director of Neighborhood Empowerment and Equal Opportunity and shall report directly to the Mayor.

The Department of Neighborhood Empowerment and Equal Opportunity shall be organized as provided in Chapter § 177A of this Title.

The Director of Neighborhood Empowerment and Equal Opportunity shall have the powers and duties as set forth in Chapter 177A of this Title.

The Office of Early Childhood shall be located within the Department of Neighborhood Empowerment and Equal Opportunity. The Office of Early Childhood shall establish and maintain a formal memorandum of understanding with the Pittsburgh Public Schools and the Pittsburgh Association for the Education of Young Children to work together and share funding sources to improve services and opportunities for Pittsburgh's population of young children, ages zero (0)—five (5) years, and their families. This shall include liaising with childcare providers, families, and children to improve municipal services to meet their needs and improving access to high-quality early childhood experiences for young children and their families.
