All claims not exceeding two thousand five hundred dollars ($2,500.00) whether sounding in tort or in contract, presented to any department or to Council shall be referred to the Department of Law for investigation and report as to the legality and amount thereof which shall be paid by the city.

(a) 
A report on the amount and legality of the claims shall be made to the City Controller, signed by the City Solicitor, and on approval of the report by the City Controller, the Mayor shall be authorized to draw and the City Controller to countersign a warrant on the City Treasurer for the amount of the claims so certified by the City Solicitor and approved by the City Controller; provided, that the amount of the claim so reported and paid shall not exceed two thousand five hundred dollars ($2,500.00).
(b) 
The Department of Law shall report to Council quarterly all settlements made, name amounts paid and the subject matter of the claims.

The City Solicitor shall be authorized to settle all claims not in excess of two thousand five hundred dollars ($2,500.00) in amount, upon approval of the Controller. Council shall be authorized to approve all claims in excess of two thousand five hundred dollars ($2,500.00), with the sole exception of claims presented under § 417.02.A - City Tree Root Sidewalk Damage Claims and Compensation, which the City Solicitor will be authorized to settle without Council approval.
