No contractor shall engage in any construction within the city limits of the City of Pittsburgh and/or any activity regulated by Title 10, Building, or Title 13, Stormwater of the Pittsburgh Code, including those activities requiring a permit, without first obtaining a general contractor registration from the License Officer. "Contractor" shall be defined to include general contractors, subcontractors, and independent contractors without regard to whether it is an individual, a proprietorship, a partnership, and/or a corporation. "Construction" shall be defined as erection, reconstruction, demolition, alteration, modification, custom fabrication, building, assembling, site preparation, and repair work done on any real property or premises, public or private, under contract, without regard to whether the work is paid for with public funds or private funds. The provisions of Chapter
701 are also incorporated herein.

A contractor registration shall not be required for the following:
(a) Contractors who have obtained licenses under Chapters
741 ( Mechanical), 743 (Welders), 745 (Stationary Engineers), 747 (Electrical), 754 (Fire Suppression), and 740 (Sign Contractors) for work which requires that license.
(b) Owner(s)
of single-or two-family dwellings who personally perform work upon
the dwelling, provided that the owner(s) occupy or, upon completion
of the activity which would require the general contractor registration,
shall occupy the dwelling.
(c) Governmental
entities for work upon premises owned by that governmental entity
and performed by the employees of that governmental entity.
(d) Work
subject to the Pennsylvania Home Improvement Contractor (HIC) registration
requirements.

In addition to the qualifications enumerated in Section
701.04 generally, an applicant for a contractor registration shall:
(a) Be
eighteen (18) years of age or older;
(b) Provide
proof of and maintain general liability, workers' compensation, and
unemployment insurance in coverage prescribed by the License Officer;
and
(c) Provide
proof of and maintain a registration for all applicable City taxes.
(d) Applicants
must provide a copy of a Lead Renovation, Repair, and Painting (RRP)
certification to be issued, or to renew a City contractor license.

(a) All
construction work performed by a contractor shall be performed by
a registered contractor in accordance with Title 10, Building, of
the Pittsburgh Code.
(b) Each
registered contractor shall maintain records of the locations at which
waste generated in the course of its activities is disposed and shall,
upon request of the License Officer or his or her representative,
make such records available for inspection.
(c) Each
registered contractor shall maintain records of all subcontractors
working at the job site, and provide documentation of the subcontractors
in a form approved by the License Officer. Subcontractors include
any and all businesses, entities, or persons that perform construction
work and/or carry out work related to regulated activity under Title
10, Building.

The license holder shall be subject to provisions of [Section]
701.14(a).

The annual fee for a contractor registration shall be of an amount as prescribed by the fee schedule established by the process set forth in Chapter
170 of the City Code. It is the responsibility of the licensee to make payment without notice from the License Officer.

Registration shall be renewed annually by the registrant without
notice from the License Officer for a fee as prescribed in the fee
schedule.
