A.
Purpose. The purpose of this Chapter is to provide minimum standards, controls and criteria for stormwater management. The principal design consideration in this Chapter is to minimize the harmful physical and economic effects of erosion, sedimentation and flooding from stormwater runoff. This is to be accomplished through the requirement of special measures to mitigate erosion, both during and after construction, the detention and controlled discharge of the differential runoff from the development and a well-designed stormwater conveyance system.
B.
Intent. The intent of this Chapter is to ensure that the drainage of surface waters will not be changed by new construction, or that if surface water drainage is to be changed, reasonable provision has been made for collection and diversion of such surface waters into public areas or drains which the property owner or developer has a right to use, and that such surface waters will be planned for so as to reduce the likelihood of damage to adjacent properties.
