A. 
No person shall throw paper, decayed vegetables or refuse of any kind on the sidewalks, gutters, streets or alleys of the Town.
B. 
Penalty. Any person violating the provisions of this section shall be guilty of a misdemeanor and subject to arrest, and upon conviction thereof, shall be punished by a fine of not less than $25 nor more than $100 or the discretion of the court trying the case.

A. 
It shall be unlawful for any person to drain or allow to run into the streets of the Town any waste from cellars, cisterns, cesspools, stables, hog pens, or privies or water which has been used for laundry purposes.
B. 
Penalty. Any person violating the provisions of this section shall be guilty of a misdemeanor and subject to arrest, and upon conviction thereof, shall be punished by a fine of not less than $25 nor more than $100 or the discretion of the court trying the case.

A. 
No person shall throw any glass, whole or broken, on the public streets of the Town.
B. 
Penalty. Any person violating the provisions of this section shall be guilty of a misdemeanor and subject to arrest, and upon conviction thereof, shall be punished by a fine of not less than $25 nor more than $100 or the discretion of the court trying the case.

A. 
It shall be unlawful for the occupant of any building and where there is no occupant for the owner of such vacant building or any unimproved lot or land lying on any street, alley or public place within the Town where there is a brick or cement sidewalk, or any other walk so named by the Mayor or Town Council, to permit snow to remain on such a sidewalk longer than six hours after the same has ceased to fall, except that if the snow shall cease to fall in the nighttime, it shall be cleaned away by 12:00 noon the following day. If the occupant or owner of the premises, as the case may be, fails or refuses to clear off the snow after being duly notified, it shall be the duty of the Chief of Police to cause such pavement or sidewalk to be cleaned at the cost plus 10% to such occupant or owner of the premises. All bills for cleaning ice or snow from pavements are due and payable when presented, which shall be in addition to any fine imposed.
B. 
Penalty. Any person violating the provisions of this section shall be guilty of a misdemeanor and subject to arrest, and upon conviction thereof, shall be punished by a fine of not less than $25 nor more than $100 or the discretion of the court trying the case.
All sidewalks or pavements to be made or repaired within the Town shall be made subject to instructions of the Council and approved by the Street Committee. The cost of all pavements to be made or renewed, graded or regraded, in part or in whole, shall be apportioned as follows:
A. 
Any agreement or contract entered into between the Street Committee and the owner or owners of abutting lots or lands of the respective owner or owners shall be sufficient contract between the Council and such owner, but in the absence of any such agreement or contract, the Street Committee shall proceed as provided by the Town Charter, but in no case shall more than 1/2 of such improvement be assessed against any such abutting property, lots or land.
B. 
All amounts so apportioned or as agreed upon shall become a lien upon the aforesaid abutting property.
C. 
As soon as the apportionments are ascertained and reported to the Collector or Clerk, who shall make a memorandum of such report of the same date as the report is made by the Street Committee to the Collector or Clerk, the apportionments shall become a lien on the abutting property.
D. 
The Council shall have the same power to collect such local assessments as is vested in it for the collection of real and personal property taxes.

A. 
No person shall dig up, remove or haul away from any street, lane or public alley within the Town any gravel, rock, stone or dirt, or dig any ditches, without first obtaining a written permit from the Council or Street Committee.
B. 
Penalty. Any person violating the provisions of this section shall be guilty of a misdemeanor and subject to arrest, and upon conviction thereof, shall be punished by a fine of not less than $25 nor more than $100 or the discretion of the court trying the case.

The following shall constitute the snow removal plans for the Town:
A. 
During a snowfall there shall be no parking of vehicles on main streets until streets are cleared. This will allow for proper clearing of the street.
B. 
In the event of a conflict between this section and the snow emergency route regulations of the Commonwealth of Virginia, the state regulations relating to snow emergency route shall prevail.
C. 
Anyone not complying with this section, after having been duly notified, will have his vehicle towed at his own expense.
A uniform system of numbering properties and principal buildings, as described in the document of August 1973, identified by the title "Proposed House Numbering Plan for Frederick County," which is filed in the office of the county planning director and the Town Clerk is hereby established. This document and the supplemental map are hereby adopted and made a part of this article.

The Frederick County Planning Department/GIS Department, or his agent, shall be responsible for implementing and maintaining the numbering system, being guided by the provisions of § 184-11.
A. 
All properties or parcels of land within the Town to which a number is assigned by the County Planning Director, or his agent, shall thereafter be identified by reference to the uniform numbering system adopted by § 184-9. Properties and buildings shall be assigned numbers in accordance with a schedule determined by the County Planning Director, and thereafter shall conform to the system adopted herein within 30 days from the date of notification by the office of the County Planning Director or his agent.
B. 
Numbers will be assigned at intervals determined by the County Planning Director or his agent. The Clerk of the Town is to be advised promptly of all new numbers assigned.
C. 
Numerals indicating the official numbers for each principal building or each front entrance to such building shall be posted in a manner as to be visible and distinguishable from the street on which the property is located.
A. 
An official atlas of all street names shall be compiled by the office of the County Planning Director. Duplication of street names shall be eliminated, and new street names shall not duplicate or closely approximate street names already assigned.
B. 
The Town reserves the right to name any new streets in accordance with the already established numbering system. The naming of any new streets or renaming of streets already in use shall be decided by the Town Council.
