The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the direction of a police officer or official traffic control devices.

B.
If in the discretion of the Village Mayor circumstances warrant, the Mayor may suspend or reinstate the enforcement of Subsection A. Unless the period of the suspension is otherwise stated by the Mayor, the suspension of the enforcement of Subsection A shall be deemed limited to the November 15 to March 15 period during which the suspension is initiated. A declaration by the Mayor reinstating Subsection A shall not be made effective sooner than the second day following the declaration.
C.
Whenever the Mayor suspends or reinstates the enforcement of Subsection A, public notice of the declaration shall be given or electronically transmitted to the news media as soon as practicable and shall be conspicuously posted in one or more designated public locations.
D.
The Village Board shall be invested with the authority, by resolution, to rescind any suspension or reinstatement of Subsection A declared by the Mayor. A resolution by the Village Board reinstating the enforcement of Subsection A shall not be made effective sooner than the second day following the resolution. Public notice of a Village Board resolution made pursuant to this subsection shall be given or electronically transmitted to the news media as soon as practicable and shall be conspicuously posted in one or more designated public locations.

A.
Notwithstanding the prohibition contained in § 325-20, the Village Board of Trustees of the Village of Lancaster shall be granted the authority to permit parking on said streets which otherwise would be prohibited by said section. Such grant of authority shall be limited to permitting alternate parking on designated days between the hours of 2:00 a.m. and 7:00 a.m. from November 15 to March 15.
B.
Alternate parking shall consist of permitting parking on Monday, Wednesday and Friday on the north sides of streets that run east to west and on the west sides of streets that run north to south. Alternatively, on Tuesday, Thursday, Saturday and Sunday, parking shall be permitted on the south sides of streets that run east to west and on the east sides of streets that run north to south.
A.
The parking of vehicles is prohibited at all times in those streets or parts of streets described in Schedule XII (§ 325-63).
B.
Prohibition against parking on unimproved right-of-way. In addition to the prohibition contained in Subsection A and of this section, the parking of motor vehicles is prohibited at all times in that portion of the right-of-way adjoining all Village-owned streets which have not been improved by the Village of Lancaster. Thus, parking shall be prohibited between the curb and the sidewalk or, in connection with those streets in which no curb exists, between the outer edge of that portion of the road shoulder which has been improved and graded by the Village of Lancaster and the sidewalk existing on the adjoining premises.

C.
Notwithstanding the prohibition contained in Subsection B of this section, the Village Board of Trustees of the Village of Lancaster, or an employee or department head of the Village of Lancaster authorized by the Village Board of Trustees of the Village of Lancaster, may grant, upon special application, permission to park in the areas defined in Subsection B above, provided that the applicant is able to demonstrate to the Village Board of Trustees of the Village of Lancaster, or such Village employee or department head, that no other available parking area exists, that the imposition of the restrictions contained in Subsection B would amount to an unreasonable hardship upon the applicant and that the parking of motor vehicles in the area defined in Subsection B above would not unreasonably interfere with or obstruct the safe and reasonable passage of vehicular and pedestrian traffic on the roadway and sidewalk adjoining the area in question.

D.
Unmotorized devices that may be transported or drawn upon a highway, including, but not limited to, trailers and campers, shall, when unhitched, not be parked on any Village road within the Village of Lancaster.

E.
The parking of vehicles off street in violation of the provisions of § 350-32, Location of open off-street parking, is prohibited at all times.

F.
Restrictions as to parking vehicles in excess of 12,000 pounds; exceptions. Parking of motor vehicles in excess of 12,000 pounds (six tons) registered maximum gross weight as shown on a motor vehicle registration from any state or foreign country is prohibited on all streets located within or bordering R-1, R-2 or R-2A Zoning Districts, except for the purpose of construction or delivery to a site.

G.
Restrictions as to parking of oversized vehicles; exceptions. Parking of motor vehicles longer than 225 inches, inclusive of load and bumper, or wider than 80 inches, as measured by the body, or higher than 81 inches, as measured from the underside of the tire to the top of the vehicle, is prohibited on all streets located within or bordering R-1, R-2 or R-2A Zoning Districts, except for the purpose of construction or delivery to a site.

A.
No person shall park, stand, or leave a motor vehicle upon any privately owned premises without the consent and permission of the owner or lessee of such premises.
B.
When an owner of premises desires to limit parking to specified persons and/or under specified conditions, the owner of the premises may place signage informing the public as to the persons for whom and/or conditions under which parking is permitted. Such signage shall be at least two feet high by three wide. Language as hereafter set forth and as further required by Subsection D shall be posted:
PARKING RESTRICTED (to be posted in at least 2.5-inch lettering).
EXCEPT FOR ONLY (list persons and/or conditions permitted, to be posted in at least 1.5-inch lettering).
ALL OTHERS KEEP OUT (to be posted in at least 1.5-inch lettering).
UNDER PENALTY OF LAW-LANCASTER VILLAGE CODE § 325-20.1 (to be posted in at least one-inch lettering).
POLICE ENFORCED (to be posted in at least one-inch lettering).
C.
When an owner of premises desires to prohibit completely parking thereon, the owner of the premises may place signage so informing the public. Such signage shall be at least 18 inches high by two feet wide. Language as hereafter set forth and as further required by Subsection D shall be posted:
NO PARKING (to be posted in at least 2.5-inch lettering).
UNDER PENALTY OF LAW- LANCASTER VILLAGE CODE § 325-20.1 (to be posted in at least one-inch lettering).
POLICE ENFORCED (to be posted in at least one-inch lettering).
E.
Exceptions; certificate of appropriateness.
(1)
Subject to Subsection E(2), if the provisions of either Subsection B or C and Subsection D can be and are satisfied with a single sign, not larger than two feet high by three feet wide, no building permit pursuant to Chapter 104, Building Construction, or certificate of appropriateness pursuant to Chapter 184, Historic Districts and Landmarks, shall be required. Further, in such an instance signage regulations included within Chapter 350, Zoning, shall not apply.
G.
The words "POLICE ENFORCEMENT" and "UNDER PENALTY OF LAW" on such signage shall be construed as authorization given by the owner or lessee of such premises to the Town of Lancaster Police and the Village of Lancaster Code Enforcement Officer to enter upon the premises to enforce the provisions of this section.
H.
This section may be enforced by the Town of Lancaster Police and the Village of Lancaster Code Enforcement Officer pursuant to § 325-48C of Article VIII and the provisions of Article X of Chapter 325 of the Lancaster Village Code. Further, where the presence of one or more unauthorized vehicles upon a premises signed pursuant to either Subsection B or C and Subsection D precludes parking by an authorized vehicle, the Town of Lancaster Police may arrange to have each such unauthorized vehicle removed by an authorized towing contractor as designated by the Town of Lancaster Chief of Police. The owner or person in charge of a removed unauthorized vehicle may redeem the same upon payment to the authorized towing contractor of those towing and storage rates authorized by the Town of Lancaster Chief of Police.
I.
Proof of ownership of a vehicle shall be presumptive evidence in the enforcement of this section that the owner parked or caused his or her vehicle to be parked on such premises.
J.
Upon the demand of the Town of Lancaster Police or the Village of Lancaster Code Enforcement Officer, any owner or lessee requesting enforcement of this section shall furnish a signed, written statement that a specified vehicle was unlawfully parked, or left upon his or her premises, at a specified time without consent of the owner or lessee. Further, such owner or lessee shall be available to testify to such facts in court. Failure of an owner or lessee to comply with these provisions shall be sufficient cause for the Chief of Police or Village of Lancaster Code Enforcement Officer to direct cessation of the enforcement of this section as to the subject premises and all other premises of such owner or lessee.
K.
This section shall not be read to affect the application or enforcement of any other state or local law regulating the standing or parking of a vehicle.

A.
The parking of vehicles is prohibited between the hours of 10:00 a.m. and 10:00 p.m. in those streets or parts of streets described in Schedule XIIA (§ 325-64) except for motor vehicles displaying a permit, which permit shall be available without fee from the Village of Lancaster Police Department.
B.
The permit described herein may be obtained upon application by any resident of the streets regulated by this prohibition, and each household adjoining such streets shall be entitled to one permit for every licensed vehicle being maintained at said premises, together with two additional permits to facilitate the parking of guests during the prohibited hours.
C.
The Superintendent of the Department of Public Works shall obtain and post signs of a temporary and/or permanent nature providing that parking shall be authorized by permit only between the hours of 10:00 a.m. and 10:00 p.m.
The standing of vehicles is hereby prohibited in the locations and during the hours designated in Schedule XIII (§ 325-65).

No tractor or truck as defined by Article I of the Vehicle and Traffic Law of the State of New York shall, while in a stopped, standing or parked position, be permitted by its operator to idle either continuously or intermittently for a cumulative period of time in excess of five minutes.
The stopping or standing of vehicles is hereby prohibited in the locations and during the hours designated in Schedule XIV (§ 325-66).
Angle parking is hereby authorized upon the streets or parts of streets described in Schedule XV (§ 325-67), but only within the painted white stall lines.
Standing is hereby prohibited, excluding buses, at the locations designated as bus stops in Schedule XVI (§ 325-68).
Standing is hereby prohibited, excluding taxis, at the locations described in Schedule XVII (§ 325-69).
The parking of vehicles is hereby prohibited in the locations described in Schedule XVIII (§ 325-70) during the times indicated.
The parking of vehicles is hereby prohibited during the hours and in the locations described in Schedule XIX (§ 325-71), for a longer period of time than that designated.

Parking or standing is hereby prohibited on any street in the Village of Lancaster for a period in excess of 24 consecutive hours.

The Board of Trustees of the Village of Lancaster may from time to time, by resolution, direct the Superintendent of the Village's Department of Public Works to designate by number and location certain public parking spaces in the Village of Lancaster for the exclusive use by and/or parking of vehicles bearing special registration plates for severely disabled persons and/or vehicles bearing handicapped parking permits. The Superintendent of Public Works of the Village of Lancaster shall by appropriate signage so designate the number of spaces at the locations set forth by the resolution of the Board of Trustees. All motor vehicles not bearing special registration plates for severely disabled persons and/or handicapped parking permits shall be prohibited at all times from parking in such designated spaces.
