As authorized by §1094.6 of the California Code of Civil Procedure the City Council does hereby by ordinance make applicable to it the provisions of §1094.6, or as hereafter amended, of the Code of Civil Procedure of the State of California, providing among other things a ninety-day statute of limitations on the commencement of actions for judicial review of any decision of the local agency, or any commission, board, officer or agent thereof, where the same is pursuant to §1094.5 of the Code of Civil Procedure.

Except as may be otherwise provided specifically in this Code, no person shall commence any action to challenge all or any portion of any tax, fee, fine or any other type of payment required to be made pursuant to any provision in this Code, without first making such full payment to the City.
