The Environmental Advisory Council shall be composed of at least three residents of the Borough and shall not exceed seven members, two of whom may be owners or employees of businesses within the Borough.
Council members shall receive no compensation for their services, but may be reimbursed for the expenses actually and necessarily incurred by them in the performance of their duties. Dues or fees incurred by membership in joint advisory councils or other governmental environmental advisory boards or councils shall be paid by the Borough.
Council members shall be appointed in accordance with the following procedures:
A. 
All Council members shall be appointed by the Borough Council of the Borough of Langhorne.
B. 
Council members' terms of office shall expire on the first Monday in January of the year following the last year of their term of office.
C. 
Duly appointed Council members shall serve a term of three years, except that the initial appointment shall be so staggered that the terms of approximately 1/3 of the membership shall expire each year.
D. 
Whenever possible, one member shall also be a member of the Borough of Langhorne Planning Commission and one member shall also be a member of the Borough Council.
A. 
The Borough of Langhorne Environmental Advisory Council shall be advisory and shall coordinate its activities with the elected officials, Borough Planning Commission, Borough Shade Tree Commission, Borough Historic Architectural Review Board, and other such Borough agencies and commissions.
B. 
Borough Council shall designate and name the chairperson of the Borough of Langhorne Environmental Advisory Council.
C. 
Any applications for membership in local joint environmental advisory councils, Bucks County environmental advisory councils, boards and commissions, or Pennsylvania environmental advisory councils, boards and commissions shall be in the name of the Borough of Langhorne and shall be specifically authorized by Borough Council.
D. 
Borough Council shall appoint or name its representative(s) to any local joint environmental advisory councils, Bucks County environmental advisory councils, boards and commissions, or Pennsylvania environmental advisory councils, boards and commissions which the Borough, through the Borough of Langhorne Environmental Advisory Council, joins.
E. 
The Borough of Langhorne Environmental Advisory Council shall keep records of its meetings and activities and shall make an annual report, which shall be printed and available to the public, to Borough Council. Minutes of each meeting shall be forwarded to Borough Council within 10 days of the meeting at which said minutes were approved.
F. 
Borough Council may, from time to time, appropriate funds for the expenses incurred by the Borough of Langhorne Environmental Advisory Council.
The Borough of Langhorne Environmental Advisory Council shall have the following powers:
A. 
Locate and identify natural resources and hydraulic catchment areas;
B. 
Locate and identify environmental problems;
C. 
Recommend plans and programs to Borough Council or the appropriate agencies for the promotion and conservation of the natural resources of the Borough, for the protection and improvement of the quality of the environment within the Borough, the protection and improvement of the quality of water within the Borough, and the protection and improvement of the quality of water within the Delaware and Chesapeake Bays catchment areas and the Neshaminy Creek catchment area;
D. 
Make recommendations as to the possible use of open land areas and waterways within the Borough;
E. 
Promote community environmental preservation programs and community water conservation programs;
F. 
Develop and keep an index of all open or environmentally sensitive areas, publicly or privately owned, including, but not limited to, stands of trees, open and natural fields, flood prone areas, swamps, waterways, and other sensitive or unique natural areas;
G. 
Advise the appropriate Borough agencies in the acquisition of property, both real and personal;
H. 
To undertake such environmental tasks as requested by Borough Council.
If any section of provision of this chapter shall be declared by a court of competent jurisdiction to be unconstitutional, illegal, or invalid, such decision shall not affect or impair the validity of the remaining provisions, sections, sentences or part of this chapter other than that portion specifically declared invalid. It is hereby declared as the intent of Borough Council that this chapter would have been adopted had such invalid portion not been included herein.
