No person, association, partnership, firm or corporation shall engage in the business of buying or selling old metal, papers, rags, clothing, magazines, bottles, rubber or junk, which business is herein designated a junk business and which person, association, partnership, firm or corporation so engaged is hereby designated a junk dealer, unless such junk dealer shall have complied with the provision of this chapter and obtained a license so to do from the Commissioner of Accounts of the City of Saratoga Springs, New York, for which license shall be paid to the Commissioner of Accounts and which license shall expire on June 30 of each year.
A.
Fees shall be established from time to time by the City Council for the licensure of junk dealers. A schedule of all such fees will be available for review in the Office of the City Clerk and on the City's web page.
B.
Payment of the applicable fee under this section shall be due upon filing or renewal of the application.
