(a)
The city hereby nominates a 6.8-acre tract of land within the city and its ETJ and described on exhibit A of Ordinance No. 92-2927 as an enterprise zone in accordance with the Texas Enterprise Zone Act (V.T.C.A., Government Code, chapter 2303).
(b)
The city council finds that the zone meet the qualifications of the act.
(c)
The city council will provide certain incentives applicable to business enterprises in the zone as follows:
(1)
The city may abate taxes on the increase in value of real property improvements for non-retail businesses that locate in a designated enterprise zone. The level of abatement shall be based on the investment and/or the extent to which the business receiving the abatement creates jobs.
(2)
The city may provide tax increment financing in accordance with state law.
(3)
The city will work with qualified businesses to submit enterprise project applications.
(4)
Reduced building permit fees, subdivision fees, zoning fees, and alarm ordinance fees (offered exclusively within the zone).
(5)
Transfer of city-owned surplus land at below-market prices for the public purpose of economic development (offered exclusively within the zone).
(6)
Capital improvements in water and sewer facilities and road improvements.
(7)
The city will apply for training grants for new permanent jobs as available and appropriate to the industry.
(d)
The area described in this section is designated as an enterprise zone and a reinvestment zone, subject to the approval of the state department of economic development.

(a)
The city council, pursuant to chapter 312 of the Texas Tax Code, hereby creates and designates as a reinvestment zone and for identification is assigned the name "City of Plainview Reinvestment Zone No. 1 (Enterprise Zone Tract No. 950200 Block 3)."
(b)
The boundaries of Reinvestment Zone No. 1 (Enterprise Zone Tract No. 950200 Block 3), being wholly located within the corporate limits of the city are described as follows:
Approximately 98.06 acres, north of 1-27, bound on the west and north by N. 1-27 and Dimmitt Road, on the east Quincy Street, and on the south by a right-of-way extending east to west from Quincy Street to the Dimmitt Highway (Wal-mart PLV BLK1 LOT 1 TYP) being wholly located in within the corporate limits and extraterritorial jurisdiction of the city, as shown in the shaded in area below:
(c)
That the city council finds:
(1)
Pursuant to Texas Tax Code § 312.202(a)(6) that the area described above that makes up Reinvestment Zone No. 1 (Enterprise Zone Tract No. 950200 Block 3) will be reasonably likely to contribute to the retention or expansion of primary employment, or to attract major investment in the zone that will be of benefit to the property and contribute to the economic development of the city.
(2)
The improvements sought are feasible and practicable and would be of benefit to the land to be included in the zone and to the city after the expiration of a tax abatement agreement.
(3)
The city has complied with all necessary notice and hearing requisites of Texas Tax Code 312 and the Texas Open Meetings Act applicable to this section.
(d)
That the property within Reinvestment Zone No. 1 (Enterprise Zone Tract No. 950200 Block 3) is eligible for commercial-industrial tax abatement pursuant to a properly approved tax abatement agreement with the city effective on or after April 1, 2024.
(e)
The term of Reinvestment Zone No. 1 (Enterprise Zone Tract No. 950200 Block 3) shall be for five years beginning on the effective date of eligibility outlined above and may be renewed for successive terms of five years in accordance with state law.
